The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 5th of March 2009 commencing at 7:30 p.m.

Board of Trustees Announcements by Trustee Mayer
- The Board welcomes Philip Zegarelli as the new Village Manager.
- The sewer cleaning and lining project started this week on various village roads.
- The Opening Ceremony for the Library and Community Center will be on Sunday, March 8th at 2pm
- The Village Election will be on Wednesday, March 18th
- Arts Abloom 10510 will showcase artwork starting May 3rd in the new Community Center. Tickets are $10 each.
- Reminder, the clocks are springing forward Sunday, March 8th
Village Managers Report by Acting Village Manager Zegarelli
Acting Village Manager Zegarelli thanked the Board and stated he was looking forward to great opportunities with the Village. He further stated the staff and department heads were very nice and helpful.

Tax Certiorari, Sleepy Hollow Country Club
The matter was tabled to the March 19, 2009 Board of Trustees meeting.
Budget Transfer, Water Fund
Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:

Minutes
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to approve the minutes of February 19, 2009 as amended.
Upon motion by Trustee Mayer, seconded by Trustee Smith, with one abstention from Deputy Mayor Venditti, the Board voted to approve the minutes of February 24, 2009 as amended.
Hudson-Fulton-Champlain Quadricentennial Resolution
Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:
RESOLUTION OF THE MAYOR AND BOARD OF TRUSTEES OF THE VILLAGE OF BRIARCLIFF MANOR SUPPORTING THE MISSION OF THE HUDSON- FULTON-CHAMPLAIN QUADRICENTENNIAL COMMISSION
WHEREAS, the New York State Hudson-Fulton-Champlain Quadricentennial Commission was established under Chapter 590 of the Laws of 2002, to plan, develop, and coordinate the 400th anniversary, in 2009 of the voyages of exploration made by Henry Hudson and Samuel De Champlain as well as the 200th anniversary of Robert Fulton’s steamship voyage up the Hudson River; and
WHEREAS, these historic voyages of exploration in 1609 would change the world forever and lead to the European settlement of the New World and the innovation of steam travel and commerce in 1807, establishing the Hudson River and Lake Champlain as a corridor of trade, communication, politics and ideas, and that further, this vital north-south corridor of water created other water links such as the Champlain and Erie Canals, which provided opportunities inland and encouraged the westward movement through these water routes; and
WHEREAS, Federal, State and local governments, together with such groups as Historic Hudson River Towns, are organizing events to recognize the voyages of exploration and invention to be of historical importance and significance to New York State and the nation and recognize the tradition to observe these contributions made by Hudson, Fulton and Champlain by commemorating these events in 2009; and
WHEREAS, as an Explore NY 400 Community, Briarcliff Manor may now use the Explore NY 400 logo, link to the Explore NY 400 website, and may be eligible for either state or federal grant money to assist in Quadricentennial planning, events, and legacy projects.
NOW, THEREFORE, BE IT RESOLVED, that the Village of Briarcliff Manor supports the mission of the Hudson-Fulton-Champlain Quadricentennial Commission, and requests designation as an Explore NY 400 Community, and will be an active partner by establishing an Explore NY 400 Committee, and will cooperate to its fullest with the Commission in making the 400th anniversary a successful historic New York State event.

Trustee Mayer noted that Lori Sullivan was in the audience and the Board was glad she was in attendance.
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to close the regular meeting at 7:55pm.
