Regular Meeting

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 5th of February 2009 commencing at 7:30 p.m.

Public Hearing to amend Chapter 38, Village Manager
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to open the public hearing.
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to close the public hearing.
Trustee Mayer asked if it should be expanded to include the Town of Mount Pleasant.
Village Attorney Smith stated that would require re-noticing the hearing.
Mayor Vescio asked what other municipalities do.
Village Attorney Smith stated it varied.
Trustee Smith stated they should keep it as is and revisit it another time.
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution as amended:
BE IT RESOLVED that Chapter 38, Village Manager, is hereby amended with the annexed draft.
Public Hearing to amend Chapter 54, Residency Requirements
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to open the public hearing.
Mr. Mort Berger of 2 Elizabeth Court asked why Rockland wasn’t included.
Mayor Vescio stated they didn’t want staff to be stuck in bridge traffic.
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to close the public hearing.
Upon motion by Trustee Smith seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution as amended:
BE IT RESOLVED that Chapter 54, Residency Requirements, is hereby amended with the annexed draft.
Public Hearing to Amend Chapter 220, Schedule Limiting the Use of Buildings and Land and the Location, Arrangement, Bulk and Size of Buildings Pertaining to Permitted Principal Uses in the Retail Business B1 Zoning District
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to open the public hearing.
Mrs. Margo Berger of 2 Elizabeth Court asked for a brief summary.
Mayor Vescio gave a synopsis of the changes.
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to close the public hearing.
Village Attorney Smith noted the Board may close the Public Hearing but needed to wait 30 days to allow time to hear from the Planning Board’s.
Board of Trustees Announcements by Mayor Vescio
- The Library is closed until February 16th to move the books and furniture into the new addition.
- The Library will have its reopening ceremony on March 8th from 2-4pm

Public Comments
Mr. Mort Berger of 2 Elizabeth court asked if anything suggested in the Comprehensive Plan had started.
Mayor Vescio stated the Board of Trustees had both long term and short term goals and implemented a number of them. The Business Zoning Advisory committee was finalizing their report. A consultant was hired to enhance the Scarborough Corridor Study to begin the up-zoning process. The Board was also starting to revise the wetlands and steep slopes law and the Open Space Policy was adopted in December 2008.
Appoint Election Inspectors
Mayor Vescio asked if there was any conflict with a Village employee being an Election Inspector.
Village Attorney Smith stated he didn’t believe so.
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that, Sam Papa, Emily Sack, Georgina Gualdino, Lauren Gualdino, Domenica Leggio, Catherine Hanrahan, Jan Wagner and Mary Jo Bramson are hereby appointed Inspectors of Election for the March 18, 2009 Village Election.
BE IT FURTHER RESOLVED that Georgina Gualdino is hereby designated as Inspector of Election and Chairperson.
BE IT FURTHER RESOLVED that the compensation for the Inspectors of Election is hereby fixed at Two Hundred and Twenty Five ($225) dollars per day.
BE IT FURTHER RESOLVED that the compensation for the Inspector of Election that is designated as Chairperson shall be Two Hundred Seventy-Five ($275) dollars per day.
BE IT FURTHER RESOLVED that Wayne Wheeler and Tom Murray are hereby appointed Voting Machine Technicians for the March 18, 2009 General Village Election and the compensation is hereby fixed at Seven Hundred Sixty ($760) dollars.
BE IT FURTHER RESOLVED that there shall be an additional Fifteen ($15) dollars per hour for serving in a stand-by capacity.
Acceptance of Donation to Purchase Library Furniture
Mayor Vescio thanked all of those that donated.
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees hereby accepts a donation in the amount of $13,658 from the Friends of the Library for the purposes of purchasing furniture for the Briarcliff Manor Library.
BE IT FURTHER RESOLVED that the funds are to be use for purchase of the list of furniture annexed to this resolution.

Adjournment
Upon motion by Trustee Mayer, seconded by Trustee Smith, the Board voted unanimously to close the regular meeting at 8:00pm.
