The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 1st of May 2008 commencing at 7:30 p.m.

Board of Trustees Announcements from Mayor Vescio
  • The Garden Club is having their annual plant sale on May 10th at 9:00am in the Wachovia Bank Parking Lot
  • The library second floor framing began and the parking lot would be paved tomorrow.  
  • Handicapped parking spots are for those with permits only
  • The speed limit in the business district is 25mph
  • It is unlawful and unsafe to turn into the spaces in the business district from the southbound lane
  • A proclamation was given for “Those who host, lose the most”
Village Managers Report by Village Manager Blau
  • A bump out is being created for the new community bulletin board
  • Work is being done on Elm Road to install 3 catch basins and 80 linear feet of pipe
  • General maintenance is being done at the Scarborough Station
Public Comments

Ms. Margo Berger of 2 Elizabeth Court asked what happened with OSHA at the Library, where the Village was with the design of the water supply pump station and suggested flashing lights be installed below the speed limit sign in the business district.  

Mayor Vescio stated he would be general about OSHA and the Library because it was still ongoing.  He stated the Village had an onsite manager to oversee the work site, safety meetings every two weeks and procedures the contractors will follow.  He further stated the design of the pump station was 90% complete and the force main was 75% complete.  He stated the Board anticipated being able to put the project out to bid at some point in the summer.  He stated the flashing lights were a good idea and he would suggest the speed trailer be put in the business district.  

Budget FY 2008-2009 Adoption

Mayor Vescio stated this year was very difficult; tax certioraris were given to them late.  He stated the staff worked very hard and thanked them for their diligent hard work.  He stated the increases were due to tax certioraris and rebates.  

Trustee Mayer stated more tax certioraris would probably be seen in the future and it was a fair budget keeping inline with inflation.  He gave kudos to the staff for their hard work.  

Trustee Waxenberg stated the department heads pulled together and thanked the staff for their work.  

Mayor Vescio stated the Board would institute a report from staff letting them know where the Village was financially.  

Mr. Mort Berger of 2 Elizabeth Court asked about shared services.  

Mayor Vescio stated there were a lot avenues to look at and the Board was looking at ways to consolidate services.  

Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

WHEREAS, the Board of Trustees has met at the time and place specified in the notice of public hearing on the tentative budget and heard all persons desiring to be heard thereon; now, therefore be it

RESOLVED, that the tentative budget as amended and revised and as hereinafter set forth is hereby adopted and that there be and is hereby appropriated for the objects and purposes specified, including the amounts set forth required for the payment of principal and interest on indebtedness, the following amounts:

Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:

WHEREAS, the budget for the fiscal year commencing June 1, 2008, has been duly adopted and filed with the Village Clerk; and

WHEREAS, it has been thereby determined that the sum of $14,447,090 will be necessary to meet the obligations of the Village; and

WHEREAS, there has been duly credited as against said sum estimated revenues and appropriated fund balance aggregating $4,942,781.30 leaving $9,504,308.23 to be raised by the levying of taxes and an additional tax overlay of $14,256.46 to be raised by the levying of taxes; and

WHEREAS, it appears from the Assessment Roll of the year 2007 for taxes for the fiscal year June 1, 2008 that the total assessed valuation of real property in the Village is 2,124,104,598 in the Town of Ossining portion of the Village and 187,701,571 in the Town of Mt. Pleasant portion of the Village and said Assessment Rolls having been duly confirmed;

NOW THEREFORE BE IT RESOLVED, that the tax rate for the Village of Briarcliff Manor for the fiscal year commencing June 1, 2008 be and the same hereby is fixed at the rate of $84.894 on each $1,000 of assessed valuation for properties in the Village of Briarcliff Manor located in the Town of Ossining and $294.098 on each $1,000 of assessed valuation for properties in the Village of Briarcliff Manor located in the Town of Mt. Pleasant.

FURTHER RESOLVED, that the sum of $9,518,564.69, the same being taxes for the fiscal year commencing June 1, 2008 be, and the same hereby is, levied upon the taxable property in the Village of Briarcliff Manor and that the Treasurer be and she hereby is authorized and directed to extend and carry out upon the roll the amount to be collected from each of the persons named thereon, and the respective amounts of said tax roll against each such parcel of taxable property set forth thereon be and the same hereby are levied upon each parcel of taxable property respectively which said levy includes items shown on the budget for the fiscal year commencing June 1, 2008 heretofore adopted.

BE IT FURTHER RESOLVED, that the Board of Trustees does hereby authorize and direct the Village Treasurer to place the delinquent water arrears on the tax roll for fiscal year 2008-2009.

Amend Master Fee Schedule

Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Board of Trustees does hereby amend the Master Fee Schedule for the Village of Briarcliff Manor as follows:

Award of Bid, Bus Transportation

Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the bid for the furnishing of Bus Transportation Services for various programs operated by the Recreation and Parks Department (VM-0809-1) is hereby awarded to Briarcliff Bus Co., Inc. of Briarcliff Manor, New York.

BE IT FURTHER RESOLVED that the Interim Village Manager is hereby authorized and directed to execute a contract with Briarcliff Bus Co., Inc. for the furnishing of Bus Transportation Services for the Recreation and Parks Department in the amount of $42,444.

Board Appointment

Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following appointment:

Tom Leihbacher as the Village Historian for a term to expire on April 1, 2009.  

Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby makes the following appointment:

Maryann Gallagher as the Conservation Advisory Council Chairperson for a term to expire on April 1, 2009.  

Creation of Business Zone Advisory Committee

Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Board of Trustees does hereby establish the Business Zone Advisory Committee.

BE IT FURTHER RESOLVED that the following residents are hereby appointed to the Business Zone Advisory Committee:
