Regular Meeting
April 3, 2008

The Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 3rd of April 2008 commencing at 7:30 p.m.

Board of Trustees Announcements from Mayor Vescio
  • Stash the Trash will be on April 5th from 10am-3pm at the Youth Center with a rain date of April 12th
The framing for the library addition will be delivered next week and the library should remain open.  
  • The Briarcliff Manor Girls Varsity Basketball Team won the Federation Championship in addition to the New York State Championship.  March 31st was proclaimed as their day and there will be a parade on Saturday, April 5th at 12:30pm.  
  • A proclamation was issued for “Parents who host lose the most.  Don’t be a party to teenage drinking”.  
  • A panel discussion about the affects of teenage drinking will be hosted by the BMCC on April 28th at 7:30pm at the Briarcliff Manor Middle School Theater
  • A work session for the tentative budget will be held on April 7th at 6pm and a public hearing will be held on April 9th at 7:30pm
  • Verizon Fios has started their custom hookups in the village.  
  • Westchester County Earth Day will be on April 13th at the Kensico Dam in Valhalla
Village Managers Report By Village Manager Blau
  • A statement was read about his tenure as Village Manager
Mayor Vescio and the Board of Trustees presented Village Manager Blau with an antique framed picture of the Library.  

Public Comments

Mr. Clay Tiffany of Hall Road requested an apology about false accusations made at the March 20th meeting. He stated Village Attorney Smith justified the Board’s refusal to answer his questions.  He asked questions about alleged “beer bashs” at the Rittinger and Bodansky homes.  He asked who he would complain to about corruption in the Police Department and Department of Public Works.

Village Attorney Smith stated he didn’t state the Board of Trustees wouldn’t answer his questions, he stated they had no obligation to do so.

Ms. Nanette Wasserman of Peachtree Lane from Friends of the Library thanked the Board and prior administrations, Eva Taben, the Library Board and Gerry Mahoney for their efforts with the library.  

Mr. Steven Jones reminded the public that in addition to the money from the referendum a million dollars of private money needed to be raised and asked people to consider making donations large and small.  

Ms. Wasserman stated the Friends of the Library would be partnering with the BMCC for the 1st Annual 5k run/walk on May 26th.  She further stated they were seeking volunteers to raise money and help administratively.  

Fire Department Service Awards Program

Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Volunteer Firefighter Service Award Program list for all 2007 active firefighters of the Briarcliff Manor Fire Company, the Briarcliff Manor Hook, Ladder & Fire Company and the Scarborough Engine Company is hereby approved.

BE IT FURTHER RESOLVED that the list shall be directed to the respective fire companies for posting for a period of thirty (30) days.

Budget Amendment – Justice Court Grant

Trustee Mayer thanked the Court Clerk Rori Zirman for applying for the grant.  

Trustee Waxenberg stated the village staff was very proactive in seeking grants.  

Mr. Clay Tiffany asked what items were received and requested the cases be posted outside the Court Room door when court was in session.

Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the budget for Fiscal Year 2007-2008 is hereby amended as follows:

Increase Appropriation – Justice Court Equipment
(A1010.201) by $804.48

Increase Revenue – Miscellaneous State Revenue (Justice Court Grant)
(A0101.2772) by $804.48

BE IT FURTHER RESOLVED that the Board of Trustees does hereby accept the following equipment being provided directly from the State of New York Unified Court System, per the grant submitted by the Village of Briarcliff Manor Justice Court:

Walkthrough metal Detector
Handheld Metal Detector
Computers and Monitors (2)
Multifunction Printer/Fax/Scan/Copy Devices (2)
 
Close Inactive Capital Projects to Debt Service

Upon motion by Trustee Waxenberg, seconded by Deputy Mayor Venditti, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED that the Board of Trustees does hereby authorize the transfer of outstanding and unused funds from various Capital projects to Debt Service.

BE IT FURTHER RESOLVED that the amount to be transferred to Debt Service for projects paid from the General Fund totals  $140,180.20 and that amount to be transferred to Debt Service for projects paid from the Water Fund totals $14,093.43.

BE IT FURTHER RESOLVED that the does hereby rescind the following Capital appropriations:

Chilmark Park Improvements - $26,000
Washburn Road Water Line Replacement - $44,100  

Scheduling of Meetings

Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:

BE IT RESOLVED, that the Board of Trustees does hereby schedule a Work Session for April 7, 2008 at 6:00pm to discuss the tentative budget for FY 08-09 in the Municipal Building, located at 1111 Pleasantville Road, Briarcliff Manor, New York.  

BE IT FURTHER RESOLVED, that the Board of Trustees does hereby schedule a Public Hearing on the tentative budget for Fiscal Year 2008-2009 on April 9, 2008 at 7:30 p.m.

BE IT FURTHER RESOLVED, that the Board of Trustees does hereby reschedule the Work Session originally scheduled for April 22, 2008 to May 6, 2008 at 7:45pm in the Municipal Building, located at 1111 Pleasantville Road, Briarcliff Manor, New York.

Adjournment

Upon motion by Deputy Mayor Venditti, seconded by Trustee Mayer, the Board voted unanimously to close the meeting at 8:00pm.
