A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 19th of July commencing at 7:30 p.m.

Board of Trustees Announcements
§ The Comprehensive Advisory Committee will hold a Public Hearing on July 31, 2007 at 7:30pm in Village Hall. Copies of the Plan are available on the website and at Village Hall and the Library.
§ The EAF for Chapter 220, Zoning commonly referred to as the Bulk Law is completed. A Public Hearing will be held on July 25, 2007 at 7:30pm in Village Hall.
§ A Public Hearing for Chapter 220, Zoning, Reconstruction of Nonconforming Buildings will be held on July 25, 2007 at 7:30pm in Village Hall.
§ The Library ground breaking ceremony will be on July 27, 2007 at 10:00am.
§ The Open Space Committee will be sending letters about conservation easements to all eligible residents.
§ The Scarborough Station Committee will get a report from the Consultant and report some time in August.
§ The Summercliff Theatre presents, Once on This Island, July 27th and 28th with a Caribbean themed Barbeque before the show at 6:30pm.
Village Managers Report
§ NYCOM annually recognizes employees that reach certain milestones; Matt O’Leary has reached 35 years of service.
§ The bid is out for Epoxy Line Markings.
§ The water consumption peak demand of 4 million gallons was back in 1999 and Trump National and Sleepy Hollow Country Club were online at that time. Since then the highest consumption was 3.5 million gallons including water loss and only 5 days exceeded 3 million gallons.

Award of Bid – Electrical Upgrades
Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the bid for Electrical Upgrades at the Department of Public Works (Lighting), Round Hill Road Water Pump Station and Long Hill Road Sanitary Sewer Pump Station (VM-0605) is hereby awarded to the low bidder Mard Electrical Contracting Corp, per the revised Scope of Work and similarly revised price of $135,705.00.
BE IT FURTHER RESOLVED that the Village Manager is hereby authorized and directed to execute a contract with Mard Electrical Contracting Corp of Mount Kisco, New York for Electrical Upgrades.
Execute Professional Agreements
Renovations and Additions to Scarborough Fire Station
Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a Professional Service Agreement with Mitchell Associates Architects for architectural services for renovations and additions to the Scarborough Fire Station.
Feasibility Study for a new Main Fire Station
Upon motion by Deputy Mayor Venditti, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a Professional Service Agreement with Mitchell Associates Architects for architectural services for the feasibility of constructing a new Main Fire Station.
Approval of Workplace Violence Prevention Program
Mayor Vescio commended the Consultant and the Staff. He stated the plan was very comprehensive and it would benefit the employees and the administration.
Upon motion by Deputy Mayor Venditti, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Workplace Violence Prevention Program developed by Public Sector HR Consultants LLC for the Village of Briarcliff Manor is hereby adopted as the official Village Workplace Violence Prevention Program.
Amend Master Fee Schedule
Upon motion by Deputy Mayor Venditti, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby amend the Master Fee Schedule for the Village of Briarcliff Manor as follows:

Approval of Settlement – Ritell v. Village of Briarcliff Manor
Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees does hereby approve the settlement in the matter of Ritell v. Village of Briarcliff Manor, U.S.D.C., S.D.N.Y., Case No. 06 CIV 14249 (WCC), conditioned upon signature of the same by the attorney for Henry Ritell and upon approval of the settlement and order of the proposed consent decree by the Court.

Upon motion by Trustee Waxenberg, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the meeting at 7:55pm.
