A Regular Meeting of the Board of Trustees of the Village of Briarcliff Manor, New York was held in the Village of Briarcliff Manor Village Hall, at 1111 Pleasantville Road, Briarcliff Manor, New York of the 1st of March commencing at 7:30 p.m.

Board of Trustees Announcements
§ The last neighborhood meeting would be on March 13, 2007 at 7:30pm in the Youth Center. If residents were unable to attend their meeting or would like to attend another it was open to all residents.
§ Election Day is March 20, 2007 and the polls would be open from 6:00am to 9:00pm.
§ The Board hired a professional consultant to work on the audio problem and analyze the system.
§ An ad-hoc committee was being formed for Holiday Displays. Anyone interested should contact the Village Manager’s Office.
Village Managers Report
§ PCI was hired to do the Sanitary Sewer Survey and the work would begin soon.
§ The waterline on Washburn Road was virtually complete.
§ The Ridgecrest Pump Station Project was complete.
Public Comments
Mr. Clay Tiffany of Hall Road stated the school basketball game was used for political reasons. He further stated there was an altercation between a Briarcliff parent and a Putnam Valley parent and the Briarcliff fans were the crudest he’d ever seen. He stated the Briarcliff parent should have been arrested and no arrest had been made to date.
Authorize Village Manager to Execute Agreements
Hazen & Sawyer
Mayor Vescio asked Village Manager Blau to verify the permits and approvals.
Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a Professional Service Agreement Hazen & Sawyer for design, engineering and resident inspection services relating to the full supply water project per their proposal totaling $2,156,500.
Lamb & Barnosky
Village Manager Blau clarified the hourly rates.
Mr. Clay Tiffany asked which cases these attorney’s handled.
Village Manager Blau stated they were labor counsel.
Mr. Tiffany asked how long they had been handling the Tartaglione case.
Village Manager Blau stated since 2001.
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute a new letter agreement with Lamb & Barnosky to continue retention of the law firm as special labor counsel.
IDEA
The Board discussed amendments to the agreement.
Mr. Clay Tiffany asked that contracts and budget items be made available to the public at least the day before the meeting.
Village Manager Blau stated draft documents are not available until they become final.
Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution subject to the Board receiving the revised language:
BE IT RESOLVED that the Village Manager is hereby authorized and directed to execute an agreement with IDEA Marketing and Development for a community resource assessment study relating to the Briarcliff Manor Library as amended in accordance with the directives of the Board.
Election Resolution Listing Polling Places, Hours for Polling and Candidates
Upon motion by Trustee Waxenberg, seconded by Trustee Mayer, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the annual Election for the Village of Briarcliff Manor, New York, will be held at the Village Hall, 1111 Pleasantville Road, on Tuesday, March 20, 2007 between the hours of 6:00 a.m. and 9:00 p.m. during which time the polls will be open.
BE IT FURTHER RESOLVED that at the election the following candidates have been nominated for the positions and terms set opposite thereto respectively:

Fire Department Membership
Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED, that the Board of Trustees of the Village of Briarcliff Manor hereby approves the membership of Vinit Patel to the Briarcliff Manor Fire Company.
Minutes
Upon motion by Trustee Smith, seconded by Trustee Mayer, the Board voted unanimously to approve the minutes of February 15, 2007 as amended.
Adjournment
Upon motion by Deputy Mayor Venditti, seconded by Trustee Smith, the Board voted unanimously to adjourn the regular meeting at 8:05pm and reconvene as the Board of Police Commissioners.
Amend Procedures Manual for the Briarcliff Manor Police Department
Upon motion by Trustee Mayer, seconded by Trustee Waxenberg, the Board voted unanimously to approve the following resolution:
BE IT RESOLVED that the Board of Trustees acting in their capacity as Board of Police Commissioners does hereby amend the Procedures Manual for the Briarcliff Manor Police Department to add Procedure Number 912, Credit Card Bail Procedure.
Mr. Clay Tiffany asked how often bail was paid and what the highest amount was.
Village Manager Blau stated he didn’t know but could ask the Court.
Adjournment
Upon motion by Trustee Waxenberg, seconded by Deputy Mayor Venditti, the Board voted unanimously to adjourn the regular meeting at 8:10pm.
