Planning Board Meeting Minutes
Tuesday, October 9, 2012

A regular meeting of the Planning Board of the Village of Briarcliff Manor, 1111 Pleasantville Road, Briarcliff Manor, New York 10510, was held in the Municipal Building on Tuesday, October 9, 2012 at 7:30pm.

Sarah Yackel, Village Consultant

Call to Order: Chairman Nolan called the meeting to order at 7:30pm.  

PB-3-2012- ASHRIDGE REALTY: The Planning Board held a public hearing to review an application for an approval of a 3 lot subdivision for a 20 acre property located at 508 Scarborough Road.  

Upon motion by Member Halper, seconded by Member Lotter, the Board voted unanimously to adjourn the hearing to the November 13, 2012 meeting.  

VILLAGE ENGINEER’S REPORT:  The Village Engineer provided a report to the Planning Board on ongoing projects.
  • Pace University submitted an FEIS and their 5 year plan for closing down the campus.  
  • The Capital Project list for FY 12-13 is currently being reviewed.  
  • Urstadt Biddle filed for phase 1 of their building permit for the Chilmark Shopping Center.  
PB-5-2012 – FAITH LUTHERAN BRETHREN CHURCH –SITE PLAN APPROVAL AND VILLAGE CODE CHAPTER 220-15, PROTECTION OF NATURAL RESOURCES REVIEW (STEEP SLOPES APPROVAL): The Planning Board reviewed an application to re-grade and fill a portion of the property at an existing Church.  The property is located at 480 Pleasantville Road.

The Board took a five minute recess.  

Mr. Bill Welsh, Consultant for the Applicant, stated they sought and received approval from the Board of Trustees for an amendment to their Special Use Permit.  He further stated he spoke to the neighbor and they had no adverse opinions or objections to the proposed project.  

Village Planning Consultant Yackel reviewed her memorandum, stated a tree removal permit would be required and requested erosion control measures be submitted and that the wetlands delineation be confirmed.  She noted it was an unlisted SEQRA action and that the Planning Board would make their own findings.  

Village Engineer Turiano asked that a cross section be provided and drainage along the proposed wall should be considered.  

The Board directed Village Counsel to draft a resolution for their review.  

MINUTES:

Upon motion by Member Lotter, seconded by Member Halper, the Board voted unanimously to approve the minutes of September 11, 2012.    

ADJOURNMENT

Upon motion by Member Halper, seconded by Member Pastore, the Board voted unanimously to adjourn the meeting at 7:50pm.
