Planning Board Meeting Minutes
Tuesday, August 14, 2012

A regular meeting of the Planning Board of the Village of Briarcliff Manor, 1111 Pleasantville Road, Briarcliff Manor, New York 10510, was held in the Municipal Building on Tuesday, August 14, 2012 at 7:30pm.

Members Present:        Edward Nolan, Chairman

Dan Pozin, Village Attorney
Sarah Yackel, Village Consultant
                                                
Call to Order: Chairman Nolan called the meeting to order at 7:30pm and thanked Alternate Member Herbst for his many years of insightful service to the Board.  

PB-3-2012- ASHRIDGE REALTY: The Planning Board held a public hearing to review an application for an approval of a 3 lot subdivision for a 20 acre property located at 508 Scarborough Road.  

Mr. Tom Shearman, Owner of the property, explained the proposed subdivision.  

The Board had general discussion regarding the site’s topography, location of existing buildings and paved areas.  The Board requested the Village Planning Consultant review the application and that a site survey be done by the applicant showing the easements, structures, driveway access points and if there would be a common driveway.  

Upon motion by Member Halper, seconded by Member Neveloff, the Board voted unanimously to adjourn the hearing to the September 11, 2012 meeting.  

PB-4-2012 – MITCHELL DENNIS –VILLAGE CODE CHAPTER 220-15, PROTECTION OF NATURAL RESOURCES REVIEW (STEEP SLOPES APPROVAL): The Planning Board reviewed an application for the installation of a retaining wall at an existing single family dwelling.  The property is located at 50 Ridgecrest Road.

Mr. Ralph Mastromonaco, Engineer for the Applicant, explained the application.  

Upon motion by Member Neveloff, seconded by Member Lotter, the Board voted unanimously to approve the application subject to review by the Village Engineer.  

PB-5-2012 – FAITH LUTHERAN BRETHREN CHURCH –SITE PLAN APPROVAL AND VILLAGE CODE CHAPTER 220-15, PROTECTION OF NATURAL RESOURCES REVIEW (STEEP SLOPES APPROVAL): The Planning Board reviewed an application to re-grade and fill a portion of the property at an existing Church.  The property is located at 480 Pleasantville Road.

Mr. Bill Welsh, Engineer for the Applicant, explained the proposed application.  He stated they also needed to amend the Special Use Permit.  

The Board requested the applicant notify the neighbor of the proposed changes.  

Village Planning Consultant Yackel reviewed her memo and requested additional information be shown on the site plan.  She recommended a coordinated SEQRA review.  

PB-6-2012- STAUFFER – SUBDIVISION APPROVAL: The Planning Board reviewed an application for an approval of a 4 lot subdivision for a 4.9 acre property located at 238 Chappaqua Road.  

Mr. Harry Nichols, Engineer for the applicant, explained the proposed subdivision and stated the lot was previously 5 parcels that were merged together.  

The Board had general discussion regarding proposed lot lines, the topography of the site, the grade of the driveway and the setbacks.  

Mr. Nichols stated he would clarify some of the issues and would then return to the Board.  

MINUTES:

Upon motion by Member Neveloff, seconded by Member Halper, the Board voted unanimously to approve the minutes of July 10, 2012.    

ADJOURNMENT

Upon motion by Member Lotter, seconded by Member Halper, the Board voted unanimously to adjourn the meeting at 8:30pm.
