Planning Board Meeting Minutes
Tuesday, July 10, 2012
A regular meeting of the Planning Board of the Village of Briarcliff Manor, 1111 Pleasantville Road, Briarcliff Manor, New York 10510, was held in the Municipal Building on Tuesday, July 10, 2012 at 7:30pm.

Call to Order: Chairman Nolan called the meeting to order at 7:30pm and welcomed the new Member to the Board.
PB-4-2011- COMSTOCK DEVELOPMENT – SITE PLAN APPROVAL: The Planning Board held a Public Hearing to review an application for site plan approval. The property is located at 445 North State Road.
Ms. Linda Whitehead, Attorney for the Applicant, stated the application was previously approved and lapsed and they’ve been working with the County and the State for final approvals. She stated there were no changes to the site plan and requested the Board reapprove their application.
Mr. Frank Giuliano, Landscape Architect for the Applicant, described the landscaping plan.
The Board had general discussion regarding the landscaping and screening.
Mr. Brett Newman of 43 Deertree Lane asked where the rear building would be located and stated it may create a privacy issue for the condos.
Mr. Giuliano stated the new building would be in line with the existing building and far from the property line.
Ms. Kim Izzarelli of 12 Deertree Lane asked if the Village had a tree maintenance plan to ensure the plantings would take and be maintained.
Village Engineer Turiano stated there was a two year guarantee on all plantings.
The Board requested the lighting at the rear of the site be eliminated.
Upon motion by Member Neveloff, seconded by Member Halper, the Board voted unanimously to approve the resolution as amended.
PB-6-2010- URSTADT BIDDLE PROPERTIES INC. CHILMARK SHOPPING CENTER – SITE PLAN AMENDMENT: The Planning Board reviewed an application to amend a site plan. The property is located on Pleasantville Road.
Member Pastore recused himself from the application.
Mr. William Null, Attorney for the applicant, explained the application.
The Board had general discussion regarding the revised amended Site Plan Approval resolution, a draft of which was discussed at the Planning Board meeting of June 12, 2012 and also requested a recommendation be drafted to the Board of Trustees to allow for screening to be installed on Village property at the rear of the upper lot by the applicant.
Mr. Andrew Wolf of 15 Apple Lane requested evergreens be installed.
Upon motion by Member Halper, seconded by Member Lotter, the Board voted to approve the amended Site Plan approval resolution as revised and to send a recommendation to the Board of Trustees to permit the installation of screening.
PB-3-2012- ASHRIDGE REALTY: The Planning Board scheduled a public hearing to review an application for an approval of a 3 lot subdivision for a 20 acre property located at 508 Scarborough Road.
Upon motion by Member Neveloff, seconded by Member Halper, the Board voted unanimously to schedule a public hearing on August 14, 2012 at 7:30pm.
ZBA CASES:
There were no comments on the Zoning Board of Appeals cases.
VILLAGE ENGINEER’S REPORT:
- The Birritella’s property on North State Road is changing hands and they may apply to amend the use.
- Pace University will be phasing out their Briarcliff campus over the next 5 years. A discussion has started to decommission the site and future field usage.
- The Board requested an update on the Wells Fargo sign.
MINUTES:
The Board voted to approve the minutes of May 8, 2012 and June 12, 2012 subject to amendments.
ADJOURNMENT
Upon motion by Member Lotter, seconded by Member Neveloff, the Board voted unanimously to adjourn the meeting at 9:05pm.
