Planning Board Meeting Minutes
Tuesday, August 9, 2011

A regular meeting of the Planning Board of the Village of Briarcliff Manor, 1111 Pleasantville Road, Briarcliff Manor, New York 10510, was held in the Municipal Building on Tuesday, August 9, 2011 at 7:30pm.

Call to Order: Chairman Nolan called the meeting to order at 7:30pm.  

CONTINUED PUBLIC HEARING PB-6-2010- URSTADT BIDDLE PROPERTIES INC.  CHILMARK SHOPPING CENTER – SITE PLAN AMENDMENT: The Planning Board will hold a Public Hearing and review an application to amend a site plan.  The property is located on Pleasantville Road.  ADJOURNED TO SEPTEMBER 13, 2011.   

PB-11-2011- T-MOBILE NORTHEAST LLC – SITE PLAN APPROVAL - The Planning Board will review an application for site plan approval for the installation of a cellular monopole and related equipment.  The property is located at 10 Buckhout Road.  ADJOURNED TO SEPTEMBER 13, 2011.   

PB-8-2011 PRAEGER- SUBDIVISION APPROVAL: The Planning Board reviewed an application for a two lot subdivision for a 5.9 acre property.  The property is located at 57 Becker Lane.

Mr. Ralph Mastromonaco, Engineer for the Applicant, explained the proposed application.  

Village Attorney Pozin stated the Applicant only needed to demonstrate that it was a viable subdivision and that homes could be built in zoning compliant locations.  He stated when they applied for a building permit if they needed a steep slopes or wetlands permit they would have to come back before the Board.  

Upon motion by Member Neveloff, seconded by Member Lotter, the Board voted unanimously to approve the application subject to the Chairman’s review.  

VILLAGE ENGINEER’S REPORT
  • The Club at Briarcliff Manor is in the design phase of the “cell tree” and pump station.  The Village will formally accept the recreation field tomorrow.  
  • T-Mobile will bring a crane onto the DPW site with a strength signal meter.   
The Board had general discussion regarding the Special Use Permit notification process and the proposed height of the cellular tower.  They directed Counsel to draft another letter to the Board of Trustees requesting the Planning Board be allowed to review the application for further recommendation.  

MINUTES

Upon motion by Member Halper, seconded by Alternate Member Herbst, the Board voted unanimously to approve the minutes of July 12, 2011.  

ADJOURNMENT

Upon motion by Member Lotter, seconded by Member Halper, the Board voted unanimously to adjourn the meeting at 8:00pm.
