Planning Board Meeting Minutes
Tuesday May 13, 2008
A regular meeting of the Planning Board of the Village of Briarcliff Manor, 1111 Pleasantville Road, Briarcliff Manor, New York 10510, was held in the Municipal Building on Tuesday, May 13, 2008 at 8:00pm.

Call to Order: Chairman Tung called the meeting to order at 8:00pm. Alternate Member Murray sat as a full member due to Member Lotter’s absence except as otherwise noted.
PB-10-2008 – ALEX’S BARBER SHOP – SIGN PERMIT APPROVAL: The Planning Board reviewed an application for a sign permit. Property located at 78 North State Road.
Mr. Steve Chester from Signs Inc presented on behalf of the Applicant.
Upon motion by Alternate Member Murray, seconded by Member Gorlin, the Board voted to approve the application with the stipulation that the proposed PMS color was to be provided to the Building Inspector.
PB-1-2008-PUBLIC HEARING THE CLUB AT BRIARCLIFF MANOR AMENDED SITE PLAN, WETLAND, STEEP SLOPE REVIEW (CLASSIC RESIDENCE BY HYATT): The Planning Board held a public hearing on an application from Briarcliff Manor Investors LLC (BMI) for an amendment to the site plan approval previously granted for a Continuing Care Retirement Community containing a total of 385 living units and support facilities on this site. The Planning Board also sought public input in connection with the Planning Board’s review of the application under the State Environmental Quality Review Act (SEQRA). The property is located at Scarborough Road, Lodge Road, and Central Drive and was formerly owned by The Kings College.
Member Gorlin recused himself from this application and was replaced by Alternate Member Murray. Upon motion by Member Neveloff, seconded by Member Nolan, the Board voted to reopen the public hearing.
Ms. Michele Lee from Sullivan Architects discussed the Lower Village town home designs.
The Board had a general discussion about the Lower Village town homes and requested that the attic storage spaces in the units be designed and clearly demarcated to be used as storage.
Chairman Tung asked for an overview of the changes to the plans.
Mr. William Null explained the changes to the parking layout and number of spaces, the tennis courts and the landscaping.
The Board had a general discussion about the parking structure and the number of spaces, and requested that the Applicant provide its proposed strategy to provide temporary overflow parking or land banked spaces should they be needed in the future.
Chairman Tung asked about the Village ball field parking area and the location of the restroom.
Village Engineer Turiano stated the distance from the restroom to the field would be problematic, as would the lack of storage for the field equipment. He further stated that the originally approved plan was preferable and the Village would be looking for a paved and striped parking lot.
Ms. Susan Jainchil discussed the issues she found with the tennis courts and the accessibility to them.
Chairman Tung suggested the Applicant needed to provide a safe route for people to walk from the Upper Village to the Lower Village and recreation areas. He asked that a complete site plan package be submitted for the next meeting.
Village Engineer Turiano advised that half size plans could be provided to the Board Members to reduce the bulkiness of the package.
Mr. Robert Pearce of 100 Lodge Road stated he attended most of the meetings and had learned a lot about the Lower Village but had specific questions about the care center, which was to be located near his residence.
Member Neveloff suggested that Mr. Pearce contact Mr. Null with a list of questions for the Applicant to respond to.
Mr. Zen Eidel of 7 Lodge asked if the plans were available to the public.
Chairman Tung stated the plans were available in Village Hall.
Upon motion by Member Neveloff, seconded by Member Nolan, the Board voted to continue the public hearing to June 10, 2008.
PB-5-2008 - RAPHAEL - VILLAGE CODE CHAPTER 220-15, PROTECTION OF NATURAL RESOURCES REVIEW (STEEP SLOPES APPROVAL): The Planning Board reviewed an application for a steep slopes permit to construct an in-ground pool. The property is located at 51 Burns Place.
Mr. Hernandez, the architect for the Applicant, explained the application.
Chairman Tung asked if the Applicant would put additional vegetative screening around the pool equipment and if a silt fence could be put around the stock pile.
Mr. Raphael stated he would do more landscaping than even requested.
Chairman Tung stated the architect did a nice job of avoiding and reducing any potential project impacts on the regulated steep slopes.
Upon motion by Member Gorlin, seconded by Member Nolan, the Board voted unanimously to approve the application with the stipulations for screening of pool equipment and silt fence around the stock pile.
ZBA CASES:
The Board had no comments regarding the Zoning Board application for 39 Horsechestnut Road.
VILLAGE ENGINEER’S REPORT: by Village Engineer Turiano
· A sidewalk project started on Pleasantville Road
· The upper parking lot was in at the library.
ADJOURNMENT
Upon motion by Alternate Member Murray, the Board voted unanimously to adjourn the meeting at 9:45pm.
