The meeting was called to order at 7:30 p.m.
Mr. Viscomi made a motion to approve the September 12, 2011 Meeting Minutes as amended; Mr. Baker seconded the motion. All in favor; none opposed; motion approved.
Phoenix Communications was not yet prepared to submit plans for this meeting. The Board agreed to a tentative date of October 19th for a special meeting if needed.
Fire Chief (Longley Hill Cistern Concerns) – Joe Flanagan (Fire Chief) was present to answer questions concerning the cistern for Longley Hill and fire protection cisterns in general. Chief Flanagan would prefer to see a cistern on both ends of the subdivision road. Mr. Ansari has agreed to use fiberglass construction instead of concrete, but the capacity will remain at 12,000 gallons as required when the project was approved. The Chief said that going forward, in order to be ISO certified, cisterns would be required to be 30,000 gallon. It was noted that the Town is holding surety and, with the subdivision past the date of completion, the Board could require Mr. Ansari to re-file. If the subdivision rules are revised, the board could require residential sprinklers
be installed in new subdivisions located outside of the water district. Chief Flanagan further stated that beginning in 2014, the Building Code will possibly be changed to require sprinklers in any new residential construction. 30,000 gallon cisterns are more expensive to install, they can leak, do not last long, and would occupy a house lot. A 12,000 gallon pre-cast concrete cistern is less expensive because it is delivered in pieces and assembled on-site. Chief Flanagan said there are two 12,000 gallon tanks in town and the fire department has to check them on a weekly basis. The Chief recommends residential sprinklers because they save lives. Revising the subdivision rules was discussed. The cost to install residential sprinklers is $8,000-$10,000 per house. Mr. Baker will draft a new section (7.5.5 – Fire Water Supply) and enlist the help from the CMRPC. When a public hearing is held, the Chief will recommend
sprinklers be used in lieu of cisterns. Mr. Viscomi will research other towns' subdivision rules with respect to provisions for fire safety.
