Planning Board Minutes 05/04/2010

Mr. Baker called the meeting to order at 7:35 p.m.

Ms. Hucknall made a motion to approve the April 5, 2010 Meeting Minutes, April 5, 2010 Public Hearing Minutes with changes noted, and the April 7, 2010 Public Hearing Minutes with changes noted; Mr. Manter seconded the motion.  All in favor; none opposed; motion approved. 

Sudbury Valley Trustees – Linden Street Property – Christa Collins was present for SVT and gave a project update.  They are interested in purchasing and conserving the land.  It was previously purchased for a 40B project on a 43 acre parcel in 2006 from Robert Powers.  Mr. Powers owns Parcel A which has no frontage, but does have a cart path on the property.  The developer has since gone bankrupt, the loan is in default, and the property is currently owned by Middlesex Bank.  The original appraisal for the bank valued the land at $1.3 million.  A later appraisal came in at $380,000.  SVT had an independent appraisal performed which valued the property at $300,000.  Ms. Collins stated that she received an indication from the bank that if SVT could offer $350,000, the bank would not seek to renew the 40B permits.  Ms. Collins said that their intent is to fund as much as possible from donations, but due to the difficulty of raising funds in the present economy, they would possibly need to develop one lot of a potential three lot subdivision.  She showed the Board a plan showing the layout of a cul-de-sac and 3-lot subdivision.  She asked if subdivision road requirements might be waived since only one lot would be developed.  In lieu of constructing a street, they would construct a driveway and give up two lots.  The subject of paper streets was discussed.  Mr. Baker said that paper streets in town are located at the end of Sylvan Road, in the Brigham Woods Subdivision off Green Street, and the Sara Lane subdivision off of Stiles Road.  Ms. Collins also stated there is a potential buyer for the property who is a conservation philanthropist.  Mr. Baker stated that low impact development guidelines would be to their benefit.  She was informed that it would be very unlikely the Board would waive the 500’ cul-de-sac rule.  It was suggested she contact Ron Aspero (Shrewsbury Homes), since he has constructed a small subdivision in town under low impact development guidelines.  Ms. Collins asked about the time frame for a decision after an application was submitted.  Mr. Baker said possibly ninety days, and recommended they submit a preliminary plan to allow for discussions with the Board and preparation of all required documentation before starting the public hearing process.

Longley Hill Subdivision (Graves Engineering Bond Estimate) – The estimate was received from Graves and forwarded to Mr. Ali.  There being no additional requests from the developer, no action was taken.
