MEETING MINUTES
January 4, 2010

The meeting was called to order at 7:45 p.m.
Mr. Baker announced that Jennifer McGrath has resigned her position on the Board.
Michael Griffin – Public Hearing - Due to lack of the required four members to take action on the Special Permit application, the hearing was continued to January 12, 2010 at 7:00 p.m.
Route 140 Business Development - Present to discuss a comprehensive rezoning plan proposed for Rt. 140 Business Development was Nancy Colbert Puff and Attorney Adam Costa of Blatman, Borrowski & Mead, LLC. In the audience was Mr. Bill Manter.
The recommendations consisted of:
1. Elimination of the Limited Industrial District and include land in the Industrial District.
2. Modify Dimensional Requirements for Industrial and Commercial Districts.
3. Rezoning Route 140 Corridor
4. Replace Special Permit requirements with Site Plan Review
5. Revise procedure for Site Plan Review.
Mr. Duffy commented that fiscal constraints play a big part and also that a traffic analysis will be necessary. Mr. Manter stated with commercial development mostly limited to the Rt. 140 corridor, zoning for highest use will be beneficial.
Ron Aspero - Mr. Aspero presented to the Board his vision for a future large subdivision on land on Sewall Street owned by Ronald and Geraldine White. He informed the Board that present economic circumstances prevented full development. He suggested an initial development of a 530-foot cul-de-sac accommodating 4 lots, with extension of the road in the future to access 10 additional houses. He proposed using limited impact design and house sizes of approximately 2800 sq. ft. served by town water. He will possibly submit a preliminary plan in March.
Mr. Duffy asked about drainage. Ms. Hucknall asked if neighbors are aware.
Approve December Minutes - Ms. Hucknall made a motion to approve the December minutes, Mr. Duffy 2nd the motion; all in favor.
Meeting was adjourned at 8:50 p.m.
