Planning Board Meeting Minutes 12-07-2009

The meeting was called to order at 7:41 p.m.

Ray Duffy motioned to approve the November 2, 2009 Meeting Minutes with changes noted; Julia Hucknall seconded; all were in favor.
Michael Griffin (Mike’s Vending and Party Rentals) – Mr. Griffin was not in attendance.  Based on the information received, Mr. Griffin owns a party rental business in Shrewsbury and wants to relocate to Boylston.  It is unsure what his intent is for the property.  He filed an Application for a Special Permit on November 24th and has since met with Mark Bertonassi (Building Inspector) who advised him that he needed two Special Permits.  Retail use is not allowed in an industrial area.  Mr. Baker could not reach Mr. Griffin today.  It was suggested a Public Hearing be held in January.  Mr. Baker will contact Mr. Griffin and inform him what is needed for the hearing, including reimbursement for the advertisement.

Compass Pointe Update – The Board of Selectmen granted the Road Opening Permit with conditions.  When the bond is in place, they will put in the waterline and shoulder to shoulder binder.  Sidewalk location was discussed.  It was not on the original denied plan of 3/20/01.  It was included on the approved 6/11/01 plan.  Previous Planning Board Minutes state they would pave the street, but when in front of the Selectmen, they stated they would pave only the portion that was patched.  Bill Manter (resident) was in attendance and felt they should be monitored to make sure they put the sidewalk on Sewall Street.  There was talk of a sidewalk being constructed between the subdivisions.  Mr. Duffy has concerns with phasing and feels there should be temporary cul-de-sacs for emergency vehicles.  He also inquired if a bond could be in place for road maintenance until the Town accepts it and if a pre-construction bond for restoration could be implemented.
