Conservation Meeting Minutes 04/22/2013

PUBLIC HEARING continued – DEP 115-365 - Joshua Alicandro, 35 Reservoir Street – Notice of Intent Application to install a pool and pool house.  Mr. Alicandro appeared before the Commission with the modified plan, and abutter cards.   He had modified the plans to show the wetland markers and the erosion control barriers.   Joe McGrath motioned to close the Public Hearing; Charlene Franz seconded and the motion passed unanimously.   A motion was made by Joe McGrath to issue a standard Order of Conditions, seconded by Charlene and passed unanimously.

PUBLIC HEARING continued – DEP 115-364 - Boylston Recreation and Golf, LLC (aka Mount Pleasant Country Club), 369 Cross Street – Notice of Intent Application to reconstruct an existing building (golf course Snack Shack), including associated at-grade pavement replacement and landscaping.  Brian Lynch, GM, and Matt Brassard appeared before the Commission.  Abutter notifications cards were given to the Commission.   The DCR has determined that the project is under their jurisdiction, but has granted an exemption for the project to exceed.   The Commission reviewed the DCR’s conditions.  Construction has been postponed until early fall.   The applicant will tender an application for a Town Stormwater Permit prior to construction.   A motion to close the Public Hearing was made by Chip Burkhardt, seconded by Joe McGrath, and passed unanimously.  A motion was made by Chip Burkhardt to issue a standard Order of Conditions.  The motion was seconded by Charlene Franz and passed unanimously.

PUBLIC HEARING – DEP 115-366 - Mario Villani, 510 Green Street – Abbreviated Notice of Intent Application to build an access road into the land on Central Street (Map 33, Lot 9) to access his property. Mr. Villani appeared before the Commission.  Mr. Villani has a piece of land on Central Street that he would like to access via a dirt and gravel road.  The area is adjacent to Cold Harbor Brook.   The access would be between the 100’ and 200’ river front protection area.   The road would be dirt and gravel, not impervious.  The Commission reviewed the filing.   The Commission recommended that the road be placed in such a way to avoid creating a runoff channel, and that a swale or other measures be included to mitigate runoff.  Erosion control measures were to be added prior to construction.  Minimal changes will be made to the Riverfront area.  The applicant paid the advertising fee.  Chip Burkhardt made a motion to close the Public Hearing  which was second by Charlene Franz and passed unanimously.   Chip Burkhardt made a motion to issue a standard Order of Conditions which was seconded by Joe McGrath and passed unanimously.  

Commission Business

The Chairman approved vouchers.

A motion was made by Chip Burkhardt to approve the Meeting Minutes dated March 18, 2013.  The motion was seconded by Joe McGrath and passed unanimously.

Pictures of the Newton Pond dam addition were viewed by The Commission.   No notice has been received from the Shrewsbury Conservation Commission.   Chip Burkhardt observed that the water level in Newton pond in Boylston appeared low.   Jeff Walsh performed a site inspection on the dam in mid-April and noted that the water level is improving.  The Commission will continue to monitor the water level.  

Confirmed May 20th as the next meeting date.

The Commission held a discussion about Longley Hill and reviewed Eco-Tec’s inspection report.  Chip Burkhardt had informed the builder that additional slope stabilization and cleanup of the erosion and sediment control structures is needed.  Mr. Ansari was requested to appear at this meeting with a project update, but did not attend.  The Chairman will work with the administrator to notify Mr. Ansari to attend the next meeting.  

The Commission received correspondence from National Grid on their power line cleanup.

A letter from the DCR Forester concerning Asian Longhorn Beetle Eradication tree cutting in Boylston was reviewed.

A contract is in place with Woodard & Curran to complete this year’s NPDES filing.  The Commission also received a letter from DCR on their NPDES work in the past year.

Joe McGrath made a motion to adjourn; Chip Burkhardt seconded; all agreed; motion approved.  The meeting adjourned at 8:05 p.m.
