William & Deborah Richardson, 164 Green Street – Notice of Intent Application to construct a garage within the 100’ buffer zone of an isolated vegetated wetland.
Steve Sears (David E. Ross Associates) was present along with William and Deborah Richardson. The intent is to build a garage and add a driveway. Mr. Sears walked the isolated wetland which was originally delineated by Thompson & Liston Associates. He re-delineated the area closest to the proposed garage. He said the erosion and sediment control is the limit of work. Total disturbance is 2,560 feet. They agreed to put three wetland boundary markers on permanent 4’ x 4’ posts at agreed upon locations which were hand drawn on the presented plan and initialed. Mr. Sears will add to his plan. J. McGrath made a motion to close the Public Hearing; M. Coakley seconded; all agreed. M. Coakley made a motion to issue a standard Order of Conditions adding Special
Condition #33 that the applicant is to add three 4’ x 4’ permanent posts at the approximate 600’ and center, and affix Boylston Conservation Commission wetland markers as shown on Ross Associates Plan dated February 2013, Lot 22, 164 Green Street, Plan #L-12047; J. McGrath seconded; all agreed.
Joshua Alicandro, 35 Reservoir Street – Notice of Intent Application to install a pool and pool house.
Mr. Alicandro did not send abutter notifications. DEP has not yet issued and file number and the ad fee has not been paid. The proposed work is outside the riparian zone, but in the buffer zone. Mark told him for the next meeting he would need added to the plan the hay bale and silt fence details, limit of work down gradient, and permanent markers (4’ x 4’ posts). The applicant requested a continuance. M. Coakley made a motion to accept the request for continuance; J. McGrath seconded; all agreed. It will be on the April 22nd Agenda at 7:00 p.m.
Boylston Recreation and Golf, LLC (aka Mount Pleasant Country Club), 369 Cross Street – Notice of Intent Application to reconstruct an existing building (golf course Snack Shack), including associated at-grade pavement replacement and landscaping.
Brian Lynch (General Manager), and Matt Brassard (Engineer) attended. Joe McGrath informed the applicant that because this is a commercial project, stormwater applies and they need to submit an application.
Mr. Brassard said the snack shack is a separate phase of the capital improvements. The building area will be slightly enlarged. No site grading is proposed. The impervious area will be reduced. Mr. Brassard said he compiled his information from Mass GIS and aerial data. The wetland was not delineated. They are in Zone A Watershed. Temporary erosion control will be used during construction. Two bathrooms are being replaced, not increased for use or occupancy. Roof runoff goes on the grass. They filed with the DCR, but have not heard back as of this meeting. The commission does not have any issues, but wants to wait for DCR’s response before acting. The applicant requested a continuance. M. Coakley made a motion to accept the request for
continuance; C. Burkhardt seconded; all agreed. It will be on the April 22nd Agenda at 7:15 p.m.

Joe made a motion to approve the Meeting Minutes dated February 11, 2013; Chip seconded; agreed; motion approved.
Newton Pond – An email received from Brad Stone today that said that the latest update from the contractor indicates the first week of April.
April 22nd was confirmed as the date for the next meeting.
Manor Park Runoff – An emailed was received asking if the commission was the correct contact for Manor Park runoff. The park is run by the Parks and Rec, is town owned, and maintained by the DPW. Chip will follow-up with DPW to make sure the catch basins are cleaned.
46 Adams Street Certificate of Compliance – Chip visited the site today and said it was stable. It is part of Mt. Pleasant Estates. J. McGrath made a motion to issue a partial Certificate of Compliance for 46 Adams Street (DEP #115-79); M. Coakley seconded; all agreed.
Longley Hill (Certificate of Occupancy) – Mr. Ansari was looking for a sign-off for the Certificate of Occupancy for 9 Longley Hill (Lot 3). The commission cannot sign off. Jeff visited the site and in an email noted his observations regarding the erosion control issues. The site needs immediate attention. Mr. Ansari will be advised and asked to come to the April meeting with a status report. Paul McManus (EcoTec) will be asked to conduct a subdivision site visit.
Joe discussed the community stormwater grant and said it is a regionalized grant that will include 18 towns. He has not been able to find much information on it and has not received any paperwork from the Town Administrator. He believes the cost will be approximately $2,300. J. McGrath made a motion to approve the request by the Town Administrator to participate in the community stormwater grant program with a fee of $2,300 to be paid out of the Wetland Protection Fund account; M. Coakley seconded; all agreed.
Joe also talked about the joint meeting with Walter Bickford (Berlin Conservation) and Northborough regarding conservation areas. They are working in conjunction with the Sudbury Valley Trustees in trying to identify acreage and owner interest. If 500 acres can be identified for conservation restrictions, it would be eligible for a $2.4 million grant from the state. Joe will keep the commission informed of the progress.
