Boylston Recreation and Golf, LLC (aka Mount Pleasant Country Club), 369 Cross Street – Stormwater Control Permit Application for site work associated with reconstruction of main site access drive, curb cut modifications, reconstruction/replacement of main parking lot, installation of new drainage structures, and general site landscape improvements.
Regan Remillard (Mount Pleasant owner), Brian Lynch (General Manager), and Matt Brassard (Engineer) attended. Mr. Brassard said they went before the Planning Board for a site plan review which was reviewed by Mike Andrade (Graves Engineering). The comment letters from Graves dated January 25, 2013 and February 11, 2013 were given to the commission for review. Revised plans were also submitted. The project is part of a capital improvement project to reconstruct the parking lot. Part of the construction will be to trace the lines for drainage (Phase I). They are confident there is substantial elevation to connect to the lines. Chip asked about the O&M plan. Mr. Brassard said they submitted a separate one. The Commission would prefer it to be included on the project
plan so it gets recorded and is always available. Mark asked what the erosion control measures for the work are. Mr. Brassard said the clubhouse side is self-contained, there is no grade runoff. There will be erosion control measures for the catch basins on the other side. There will be temporary check dams approximately 150’-200’apart. There may possibly be a small amount of excavating. Joe asked about the clubhouse entrance. Mr. Brassard said there is a little knoll from Cross Street they want to reduce, evening it out and pulling the slope back to enhance the appearance.
The project was originally submitted as redevelopment but has been revised as a new project on the checklist because of the increase in impervious surfaces. The items referring to stormwater in Mike Andrade’s comment letters of January 25, 2013 and February 11, 2013 were discussed. Comments from Jeff Walsh’s email were also discussed. During the initial project phase, the clubhouse will lose parking spaces. They will do a little restriping for overflow parking during Phase I. Mr. Brassard said there is a construction phasing schedule. Joe had a concern with the possibility of Phase II not being completed for some reason and asked if the Planning Board requested a bond. Mr. Brassard said no, but if something unexpected were to happen, they would be required to do
mitigation to bring into DEP stormwater requirements. Not all green cards were submitted. Mr. Brassard will follow-up. The SWPPP is not satisfied per the stormwater requirements. No Notice of Intent is required from the Commission. A Determination from DCR was received and they are not jurisdictional to the wetlands. A pre-construction meeting is needed.
Chip did not feel comfortable approving a permit without all the required information. The applicant goes back before the Planning Board on February 26th. They would like to start work on March 1st. The Site Construction Management Plan and SWPPP were not submitted. Mr. Brassard said it has not been filed yet. The Commission can close the Public Hearing and the permit held pending compliance to the following Special Conditions: (21) a pre-construction meeting is required prior the commencement of construction. The meeting will include a review of the Site Construction Management Plan. (22) The Site Construction Management Plan referenced in the SWPPP must be provided, reviewed and accepted by the Commission prior to commencement of any work. (23)
The Construction Sequence Plan referenced in the SWPPP must be provided to the Commission prior to the commencement of any work. (24) Detail on unknown, existing drainage (Phase I) must be provided to the Commission once investigation is completed. (25) Operation & Maintenance Plan must be added to a sheet attached to the project plan, and submitted to the Commission.
Joe McGrath made a motion to close the Public Hearing; Charlene Franz seconded; all agreed; motion approved. Joe McGrath made a motion that (A) the permit be issued with Special Conditions 21-25 as noted in the permit, and (B) the permit is not issued to the applicant until abutter receipts are confirmed, the SWPPP is received, and a final set of plan showing agreed to mitigation are provided. Mark Coakley seconded the motion; all agreed; motion approved. The Commission also asked the applicant (and they agreed) to provide a copy of the plans to David Getman, DCR, who was in attendance tonight.

Chip made a motion to approve the Meeting Minutes dated January 14, 2013; Charlene seconded; agreed; motion approved.
Newton Pond – Chip emailed Brad Stone today and Mr. Stone replied stating that “the angle iron is being fabricated now, anticipating about a 3-4 week wait for that. ~Then it will be installed once the weather cooperates and when the contractor is available. ~I'm hoping it will be installed sometime in March or April at the latest.” DEP may need to be contacted.~
March 18th was confirmed as the date for the next meeting.
Joe and Chip have asked Emily Scerbo (Woodard & Curran) for help with the stormwater annual report. She will put a proposal together.
Joe will be attending a meeting tomorrow night with Walter Bickford (Berlin Conservation) regarding Mt. Pisgah, Ball Hill and Wrack Meadow conservation areas.
Lot 49 Main Street (Venincasa) – A site visit is needed in May/June to check the stabilization.
Dave Getman (DCR) will follow up regarding the letter received from John Scannell concerning the Stormwater Management Improvements on Route 70 Certificate of Compliance.
