SUMMER STAR WILDLIFE SANCTUARY – Notice of Intent and Stormwater Control Permit Application (continued) (690 & 696 Linden Street). Construction of trail network and wildlife education building with associated drive, septic, landscaping and stormwater structures.
Letters from Graves Engineering and EcoTec were reviewed. Mr. Hess said they are in the process of responding to Graves Engineering. He said he interprets the June 27th letter from EcoTec as a green light for the commission to exercise their discretion. Mark Coakley said he has talked to Paul McManus in length and has no issues. No other members had any issues. Joe McGrath made a motion to close the Public Hearing for both the Notice of Intent and Stormwater Control Application; Charlene Franz seconded; all agreed; motion approved. Joe McGrath made a motion to issue a standard Order of Conditions and Stormwater Control Permit referencing plans that were submitted by the applicant; Jeff Walsh seconded; all agreed; motion approved.
HIGHWAY DEPARTMENT – Notice of Intent (School Street). Emergency repair of a collapsed culvert.
Steve Mero, interim Highway Superintendent was present. He explained that the pipe is approximately 77 years old. Currently they are getting minimal flow. It is a 36” pipe with 12” thick headwalls. Mr. Mero has met on two occasions with Martin Jalonski (DEP). Joe McGrath made a motion to close the Public Hearing; Jeff Walsh seconded; all agreed; motion approved. Jeff Walsh made a motion to issue a standard Order of Conditions and include Special Condition #33 that the project scope should be limited to replacing the culvert with comparable 36” diameter culvert. Rip rap or other suitable energy dissipation material shall be placed at the culvert exit. Joe McGrath seconded the motion; all agreed; motion approved.
DCR (David Getman) – Notice of Intent (Off Main Street Circle). Relocation of existing streamflow monitoring station, including installation of a stone riffle in the brook channel, bank stabilization and restoration of disturbed streamside area.
A DEP file number has not yet been issued. Mr. Getman submitted documentation which explained the riffle installation process, scope of work and corrective measures and mitigation. Hand tools will be used. The project should take no more than two days. Seeding will take place after the job is complete. Joe McGrath made a motion to close the Public Hearing; Charlene Franz seconded; all agreed; motion approved. Joe McGrath made a motion to issue a standard Order of Conditions and include Special Condition #33 that a valid DEP number must be issued prior to the release of the Order of Conditions; Charlene Franz seconded the motion; all agreed; motion approved.
JOHN FINN (485 Central Street) – Wetland boundary – Joe McGrath and Jeff Walsh visited the site today. They agree with the delineation and will forward three wetland boundary markers.

Newton Pond Dam (work being done by the Town of Shrewsbury) – An email was received stating that the Shrewsbury Conservation Commission hired a consultant to evaluate any impacts to the wetlands resource area. They hope to have a report later in the week.
Consider issuing a Certificate of Compliance to David & Barbara Massingham (DEP #115-79) for 29 Adams Road (Lot 40) part of Mt. Pleasant Estates – Mark Coakley motioned to issue a Certificate of Compliance; Joe McGrath seconded the motion; all agreed; motion approved.
August 20th was confirmed as the date for the next meeting.
