JOHN FINN – Public Meeting (continued) – Request for Determination of Applicability (485 Central Street). Plant lawn with work possibly in the buffer zone.
Mr. Finn was present. The Commission would like a buffer of approximately 25’ re-established along the border of the wetland. The applicant would like to plant additional plants. The Commission does not have an issue as long as they are not an invasive species. Mark Coakley made a motion to issue a Negative Determination with a condition that permanent markers be installed to delineate line 20’ to 25’ from the edge of the bordering vegetated wetlands as determined by a site visit with the Commission; Charlene Franz seconded; all in favor.
SUMMER STAR WILDLIFE SANCTUARY – Notice of Intent and Stormwater Control Permit Application (continued) (690 & 696 Linden Street). Construction of trail network and wildlife education building with associated drive, septic, landscaping and stormwater structures.
Tim Hess and Jim Pavlik were present. Mr. Hess stated that EcoTec had reviewed the application. The applicant responded to EcoTec, but not in time for Paul McManus to review the revised material. The bulk of the work was associated with an alternatives analysis. The two issues were (1) why this site, and (2) why the locations on the site? Mr. Pavlik said initial comments from EcoTec were issued 5/24/12; site visit on 6/1/12; and follow-up letter on 6/4/12. Mr. Pavlik responded verbally to EcoTec, but has not responded in writing. The applicant will go with permeable pavers instead of porous pavement. Mr. Pavlik presented two plans showing alternatives.
Ron McAdow (Executive Director, Sudbury Valley Trustees) presented a statement of support in writing and verbally. Mark asked how many contiguous areas of protected land are there. No one was sure, but said it was in the hundreds of acres. Deb Cary (Mass Audubon, Central Mass) will be involved once the sanctuary is developed. Likewise, Tufts University will be involved. Mr. Hess requested a continuance. Mark Coakley made a motion to accept the request for continuance; Charlene Franz seconded; all agreed. It will be continued to July 16th at 7:00 p.m.
Mr. & Mrs. Leland, abutters, were present and had no issues.
COMMISSION BUSINESS
Vouchers were approved.
Mark Coakley made a motion to approve the Meeting Minutes dated May 21, 2012; Charlene Franz seconded; agreed.
Newton Pond Dam (work being done by the Town of Shrewsbury) – The water level is 12” to 18” lower than it used to be. Chip attempted to contact Shrewsbury Conservation to see what their position is relative to the new water level. It seems that the normal water level has risen has high as it is going to rise.
French Brook (DCR work) – Dave Getman (DCR) was present. The recent work inside Gate 10 was discussed. There is a weir control structure in French Brook so they can measure the flow. Mr. Getman presented photos and gave a summary. The Commission was asked how DCR should proceed with approval to continue repairing the damaged area. Mr. Getman was informed they need to file a NOI.
150 Shrewsbury Street – A concerned abutter notified DEP Strike Force who in turn notified DEP Worcester that some type of work was going on behind 150 Shrewsbury Street. DEP/CERO visited the site. Chip will follow-up with Joe Belino of DEP.
Boat Ramp (Rocky Pond) – Citizen request was briefly discussed.
Chip made a motion to adjourn; Jeff seconded; unanimously approved. The meeting was adjourned at 9:00 p.m.
