Conservation Meeting Minutes 04/17/2012

ROBERT FULLER – Public Hearing – Stormwater Control Permit Application (150 Shrewsbury Street – Map 9, Lot 14).  Fill in land to road height.

Revised plans were submitted for review.  The proposed 15” drain pipe is capable of handling a 25 year storm event and was designed for a 100 year storm event.  Calculations were included.  Ms. Fuller said they will be working in the buffer zone in order to finish the stormwater plan.  Rip rap is proposed.  The NOI to be submitted will be to finish the stormwater plan.  Jeff reminded Ms. Fuller that they are two different applications and he would like to include a condition about the limit of work.  Mark suggested a condition of 125’ away from the resource area and using hay bales and silt fencing as the limit of work.  Ms. Fuller said they would put hay bales and silt fence at the 100’ buffer.  They are in the process of finding out which is more cost effective, rip rap or retaining wall.  After discussions, the Special Conditions to be included will be (#21) limit of under this permit shall be the 100’ buffer zone until an Order of Conditions is issued for work within the WPA buffer zone; and (#22) hay bales and silt fence shall be installed at the limit of work delineated by the 100’ buffer zone until an Order of Conditions is issued, at which time erosion control will be in accordance with the plan dated February 16, 2012.  Chip made a motion to close the Public Hearing; Mark seconded; all agreed.  Chip made a motion to issue a Stormwater Control Permit for Shrewsbury Street, Assessor’s Map 9, Parcel 14, Book 40462, Page 14, to include Special Conditions #21 and #22 as stated above.  Mark seconded; all agreed.

COMMISSION BUSINESS

Vouchers were approved.

Joe McGrath made a motion to approve the Meeting Minutes dated March 19, 2012; Mark Coakley seconded; all agreed.

May 21st was confirmed as the date for the next meeting.

Chip said the Newton dam replacement project is going well and noted that the pond had been drawn down 3’- 4’.

7 Hall Pond Road (Nancy Vonhone) – Sawyer Services called earlier in the month saying they wanted to prune mature trees, but keep the natural ground cover for their client.  There is an established walkway to the pond.  No trees will be removed at the waterline.  All work will be done by hand.  It was determined to be vista pruning and will not require a filing.  Chip will contact Ms. Vonhone.  

Longley Hill – Farooq Ansari will be contacted and told to street sweep the area and to check the erosion and sediment controls before the end of the week since significant rain is expected this weekend.

The Enforcement Officer will be asked to visit Central Street (425 or 428) to check on work that is being done in the resource area/buffer zone.

There was brief discussion about getting copies of GeoTiffs maps for use at the meetings.

Mark made a motion to adjourn; Chip seconded; unanimously approved.  The meeting was adjourned at 8:00 p.m.
