Consider issuing a partial Certificate of Compliance to Attorney Scott King for DEP#115-98 (22 Longfellow Way, Lot 57) part of Mt. Pleasant Estates (John Aslanian, Homeowner) – Chip and Jeff visited the site which was stable. The only difference from the plan is the orientation of the garage. A motion was made by Mark Coakley to issue a Partial Certificate of Compliance; Charlene Franz seconded; all in favor; motion approved.
James Venincasa (Compass Pointe and Main Street Lot) – The subdivision and the lot (duplex) on Main Street were discussed along with the findings from EcoTec. Mr. Venincasa sent photos of the cleanup to the Commission. Follow-up is needed. There are three bonds (Planning Board holds one, and Conservation holds two; $38,844 for Stormwater, and $67,872 for Phase I less Lot 19). The status of the $67,872 needs to be assessed.
Farooq Ansari (Longley Hill) – EcoTec’s comments were reviewed with Mr. Ansari. The commission recognized the work that was done. The third basin was installed towards Stiles; plumbing not installed; will be completed within the next few weeks and will accept runoff from roadway. Basins are or will be installed. Original basin near Central Street needs attention. Plan for spring follow-up with Paul McManus. The work is proceeding. The Stormwater Permit has been recorded. Need to research NPDES requirements. Project may have been started prior to these requirements.
Wayne Belec, Project Manager for Waterman Designs (proposed six lot subdivision at 383 Sewall Street) – Mr. Belec and the homeowner, Jim Goulet were present. There is an existing house on the 34.5 acres and is occupied. Relief on site approximately 450-650 feet. There are three certified vernal pools on the property with a potential vernal pool on the south side of pond. There is a septic on the property; tied into public water; looked at three options: (1) 500’ cul-de-sac with four or five homes – option to go to 600’; (2) loop road through property and through Mr. Goulet’s existing lot for nine or ten lots; doesn’t minimize impact; and (3) cul-de-sac with five house lots; low impact development, mimic existing stormwater flow planning infiltration with
water quality swales. Looking for feedback on 75’ setback for basin. The preliminary plan will be in front of the Planning Board in December. The worksite is approximately 6-8 acres.
Jerry & Zita Sullivan – 488 Cross Street (to discuss donating land, approximately 8 acres) – There were discussions with the Sullivans. They were told that the town can accept the land, but the Conservation Commission cannot.

Charlene Franz made a motion to approve the Meeting Minutes dated October 15, 2012; Chip Burkhardt seconded; all agreed; motion approved.
Newton Pond – Chip discussed the telephone call he had with Brad Stone. Follow-up is needed. Potential to hire a firm to review once the weir is installed. Paul McManus (EcoTec) would have conflict.
