Conservation Meeting Minutes 10/15/2012

Vouchers were approved.

Jeff Walsh made a motion to approve the Meeting Minutes dated September 17, 2012 with changes noted; Charlene Franz seconded; Mark Coakley, Joe McGrath, Jeff Walsh & Chip Burkhardt agreed; Charlene Franz abstained from voting.

Newton Pond – No information was received from the Town of Shrewsbury.  Chip will contact them tomorrow.

Nitsch Engineering Report (Tahanto High School) – A site visit is needed to inspect the erosion control barriers.  The report states that the contractor has not addressed the issue for almost a year.  Jeff will take a look.

An email was received from Nicki Fox-Tapper (Stiles Crossing) asking for company recommendations for the brush cutting of the retention basins.  The Commission, as a practice, does not recommend contractors.  She will be told they need to cut/mow the vegetation to a height of 3”-6” on the exterior and interior slopes, and that most landscape companies have the equipment to do this type of work.

Compass Pointe Bond Status – Jim Venincasa provided verification that the $38,844.00 bond being held by the Conservation Commission is current.  

Paul McManus (EcoTec) sent his report of his inspections on 9/25/12 and 9/26/12.  Mr. Venincasa was on site during both inspections.  Mr. McManus informed Mr. Venincasa of what needs to be done regarding the Main Street duplex lot (cleanup of the sediment outside the barrier; repair of erosion controls; installation of sediment trap just outside the barriers at the low point SE of the house; and erosion controls should be installed to prevent runoff from flowing uncontrolled down the water company driveway).  Chip also said the plan called for a 3’ high wall at the end of the limit of work, which was not done.  He will inform the building inspector of non-compliance.  

With regard to main site on Sewall Street, Mr. McManus said Mr. Venincasa went slightly over the allowed square yards (16,660) as indicated on the Stormwater Control Permit.

Melanie will call Mr. Venincasa tomorrow to ask him to attend the next meeting on November 19th, clean up the Main Street site per Paul McManus’ report (within 7 days), and told not to open up any more area on Sewall Street because he has already gone over the square yards allowed.

Mark Coakley made a motion to adjourn; Jeff Walsh seconded; all agreed.  The meeting adjourned at 7:40 p.m.
