STILES CROSSING – 115-258 – Status Report and Request for Certificate of Compliance under WPA and Town ESC By-Law
Ralph Viscomi, representative of the Home Owner’s Association, came before the Commission with a status report on the Stiles Road development. Jeff Walsh has visited the site, and felt that all work in the buffer zone was completed. A letter from Ken Hodgson, P.E. indicating that he had inspected the site and found the work complete was also reviewed. Mr. Viscomi indicated that there are two or three items outstanding for the Planning Board, including cleaning of storm drains, but that they were all completed or planned for June. Chip commented that he felt the site had improved, and the remaining items for the Planning Board may not be jurisdictional. Both Jeff and Chip felt that the conditions for a Certificate of Compliance for the WPA were met. The Commission then
discussed the three remaining undeveloped lots, owned by Signature Homes (15 and 25R) and Tina and Seth Bilizarian. The Commission felt that a partial Certificate of Compliance for the ESC permit could be issued as well, exempting the three unfinished lots. Based on a written request, Joe made a motion to issue a Certificate of Compliance under the Wetlands Protection Act, which was seconded by Chip Burkhardt and approved unanimously. Mr. Viscomi requested a Partial Certificate of Compliance for the ESC permit. Charlene Franz made a motion to issue a partial Certificate of Compliance, with the exception of the three lots, 25R, 15, and 19R that are not completed. The motion was seconded by Joe McGrath and approved unanimously. The Commission signed the Certificate of Compliance for the WPA. The Certificate of Compliance for the ESC permit will be prepared by Melanie Rich in order to properly reference the lots that are included. Both
Certificates of Compliance will be copied to the Planning Board and the Building Inspector. The Commission Administrator will send a registered letter to the owners of the three unfinished lots.

Jeff Walsh approved outstanding vouchers.
A motion was made by Charlene Franz approve the Meeting Minutes dated May 16, 2011. The motion was seconded by Chip Burkhardt and approved unanimously.
Chip Burkhardt reviewed a letter he wrote to the Timberbrook Condominium Association, regarding material dumped near the Malagasco Brook.
A motion was made by Joe McGrath to adjourn, seconded by Chip Burkhardt, and approved unanimously.
