DR. BRIAN McDERMOTT (Superintendent of Schools) – PUBLIC HEARING (continued) – Notice of Intent and Stormwater Control Permit Application (1001 Main Street) Construct new school which includes the installation of a new stormwater management system.
Bill Maher provided the Commission with a revised set of plans and revised stormwater report. The plans were also provided to Graves Engineering. Upon receipt of Graves’ comments, Mr. Maher prepared revised plans for substitution into the complete set. He stated the finalized drawings are not available until the bid package is complete. The bidding is estimated to start in March. Brian McDermott (Superintendent of Schools) will sign off on the Operation & Maintenance plan. Part of submittal was sent to DEP with SWPPP. Items 15, 21 and 24 on Graves Engineering letter dated December 3, 2010 will be special conditioned. Item #31 (tree box filters) were not proposed initially. They are not proposed for use and do not need to be included in the stormwater plan. Mr. Maher said the DCR variance permit was submitted on November 19. He received letter back from DCR and will provide to the Commission. He is working on revisions/clarifications requested by DCR. Special conditions
for items 2, 12, 15, 21 and 24 were proposed by the commission as follows: 33) approved O&M Plan must be signed by the school’s Superintendent or authorized representative and provided to the Boylston Conservation Commission prior to the start of work; 34) the emergency spillway shall be depicted graphically on the plan and shall be provided prior to the start of work; 35) the grading and construction detail for the proposed forebay and bioretention basin prior to the start of work shall be submitted; 36) prior to the start of work, the detail on the inlet from DMH-107 on Sheet C-22 shall be revised per the Graves letter of December 3, 2010 and provided to the Commission; and 37) applicant must consult with USDA to replace ALB host species on al planting schedules. Revised planting schedules shall be supplied prior to the commencement or work. J. McGrath made a motion to close the Public Hearing for both the NOI and Stormwater Control Permit applications; C.
Burkhardt seconded; all agreed. The Stormwater Control Bylaw Permit was revised to reflect the date of new plans. M. Coakley made a motion to issue a standard Stormwater Control Bylaw Permit; C. Franz seconded; all agreed. M. Coakley made a motion to issue an Order of Conditions with Special Conditions #33-37 as previously stated; C. Franz seconded; all agreed.
RON ASPERO – PUBLIC MEETING – Request for Determination of Applicability (Lot 1 Redwood Circle) Construct a single family home with proposed work located a minimum of 50’ from any wetland.
The conservation restriction easement on the southern boundary was moved to the south and recorded at the Registry of Deeds. Mr. Aspero will furnish the book and page number. The line was moved because the property was no longer considered habitat for endangered species. While the easement is no longer required, Mr. Aspero elected to have the easement remain. He agreed to submit a full package outlining the previous and new easement, correspondence with endangered species and book and page for new recording. J. McGrath made a motion to close the Public Meeting, C. Burkhart seconded; all agreed. M. Coakley made a motion to issue a Negative Determination; C. Burkhardt seconded; all agreed.
C. Burkhardt made a motion to close the Special Meeting; J. McGrath seconded; all agreed. The meeting was adjourned at 8:10 p.m.
