Conservation Commission Minutes 08/16/2010

MARIO VILLANI – Certificate of Compliance Request (510 Green Street)

Jeff visited the site and was very pleased with the results.  Mr. Villani presented a photo of the finished project.  Mark Coakley made a motion to issue a Certificate of Compliance; Joe McGrath seconded; all in favor.

COMPASS POINTE VIOLATION

A Civil Violation Notice was issued on August 11, 2010 to Mr. Venincasa for violation of the Stormwater Bylaw.  Work was started before recorded documents were received.  The fee was determined to be $400.  Cheryl Morrill (applicant’s attorney) sent a letter stating she would only pay $100.  Joe McGrath made a motion to approve the violation notice as prepared by Chip Burkhardt in the amount of $400, return Ms. Morrill’s check per her instructions, and request the violation notice be completed and retuned to the Conservation office by September 1st; Mark Coakley seconded; all in favor; Jeff Walsh abstained.

A second motion was made by Joe McGrath to send letters, emails and a copy of the violation notice to Town Counsel; Charlene Franz seconded; all in favor; Jeff Walsh abstained.

COMMISSION BUSINESS

Vouchers were approved.

Joe McGrath made a motion to approve the Meeting Minutes dated July 26, 2010 with changes noted; Jeff Walsh seconded; all in favor.

Correspondence was reviewed. 

Consider issuing a Certificate of Compliance to Joshua Alicandro (35 Reservoir Street) DEP #115-289 – Mark Coakley made a motion to issue a Certificate of Compliance; Joe McGrath seconded; all in favor.

Glenn Hand was welcomed by the Commission as the new Building Inspector.  He was given a brief description of what is expected of him as the Enforcement Officer for the Commission. 

Joe McGrath made a motion to adjourn; C. Franz seconded; unanimously approved.  The meeting was adjourned at 7:45 p.m.
