REGULAR MEETING MINUTES
April 21, 2009

SUE MOORE – Discuss the Envirothon Team project (Conservation of Energy).

Ms. Moore attended to ask for ideas/recommendations from the Commission for the Envirothon project.  Wind and geothermal impacts were suggested.  She also made a request for a contribution from the Commission.  J. McGrath motioned to grant a charitable contribution of $200 to the Envirothon Team; M. Coakley seconded; all agreed.

COMPASS POINTE ESTATES, LLC – PUBLIC HEARING (continued) – Notice of Intent (Main and Sewall Street – Compass Pointe)  Construct a portion of a subdivision roadway and two detention basins within the buffer zone of Spruce Pond to the north and a red maple shrub swamp to the south.

The applicant was informed that two members who have been present for the majority of the meetings were unavailable tonight and they were given the option to request a continuance or proceed with discussions.  They choose to discuss the enforcement issue tonight.  Glenn Krevosky stated that the basins can hold a 100 year storm event.  Mr. Venincasa stated they want to stabilize Lots 17, 18, 27, 28, 29 & 30.  Lot 30A will be for stockpiling.  He was told to submit a smaller version plan, along with a detailed plan and schedule.  J. McGrath motioned to approve the stabilization and removal of stumps pending the receipt of a detailed plan and schedule showing the areas to be stabilized and the schedule for work to be completed; M. Coakley seconded; all agreed.  Mr. Venincasa requested a continuance.  J. McGrath motioned to accept the request for continuance; W. Lonstein seconded; all agreed.  It will be put on the May 18th Agenda at 7:30 p.m.

COMPASS POINTE ESTATES, LLC – PUBLIC HEARING – Stormwater Control Application (Main and Sewall Street – Compass Pointe)  Construct a residential subdivision located on Sewall Street.

Notification to abutters was not made; therefore the hearing could not be opened.  It will be re-advertised and rescheduled for the May meeting.

RESIDENT INQUIRY – Lenny Cox (180 Green Street) and Mario Vilanni (510 Green Street) were in attendance.  Mr. Vilanni would like to create a pond on his property.  The Commission suggested he file a Request for Determination of Applicability.

COMMISSION BUSINESS

Vouchers were approved.

M. Coakley motioned to approve the March 16, 2009 Meeting Minutes; J. McGrath seconded; all agreed.

Correspondence was reviewed.

M. Coakley motioned to adjourn the meeting; J. McGrath seconded; the Commission unanimously agreed.  The meeting was adjourned at 8:15 p.m.
