7:15 p.m. TOWER HILL BOTANIC GARDEN – PUBLIC HEARING – Notice of Intent & Stormwater Control Application (11 French Drive)
Construct new Horticultural Hall, Restaurant, Greenhouse & Winter Garden. Other hilltop improvements include adjustments to vehicle circulation and loading facilities, a new onsite sewage disposal system and new onsite stormwater treatment system.
Larry Greene (Thompson-Liston Associates) attended as the representative for the applicant. He gave a presentation of the proposed work. The wetlands need to be delineated prior to a site visit. M. Coakley asked if the MESA filing is ongoing. Mr. Greene stated it is not since the habitat is outside of the buffer zone. D. Duffy asked about the existing stormwater control. Mr. Greene said currently there are two catch basins which they will use. He also said the new infiltration system takes into consideration all storms. The site entrance needs to be put on the revised plans as well as the scheduling and construction sequence. #4 series flags need to be looked at. Mr. Greene stated they are working on revised plans. Prior to the next meeting, wetland
delineation is needed, a site visit needs to be scheduled, and issues from Graves Engineering Site Plan Review letter dated July 8, 2008 need to be addressed. The applicant requested a continuance. M. Coakley motioned to accept the request for continuance; C. Franz seconded; all agreed. It will be on the August 18th Agenda at 7:15 p.m.
7:30 p.m. MICHAEL HOLYOAK – PUBLIC MEETING – Request for Determination of Applicability (18 Boulder Way)
Demolition of existing building in preparation of building a replacement structure at a later date.
Mr. Holyoak stated that the building is deteriorating and wants to take it down to ground level. It is currently on a brick foundation with a crawl space. He wants to build possibly in the spring. The septic system is in the 100’ buffer zone. He was informed that he will need to file a Notice of Intent when he builds the house. M. Coakley motioned to issue a Negative Determination by reason #3 and adding the following conditions: (1) hay bales and silt fence to be installed per plan; (2) applicant to establish ground cover of winter rye or other appropriate seed mix on any disturbed area; and (3) no disturbance below grade allowed, including drilling well; D. Duffy seconded; all agreed.
7:45 p.m. COMMISSION BUSINESS
Vouchers were approved.
M. Coakley motioned to approve the June 16, 2008 Meeting Minutes; W. Lonstein seconded; all agreed.
Correspondence was reviewed.
Consider issuing a Certificate of Compliance for DEP #115-261 (Lot 4 #510 Cross Street) for Mike & Kristin Richards – M. Coakley motioned to issue a complete certification; D. Duffy seconded; all agreed.
Cyprian Keyes (site visit) – Continued to next meeting.
Stormwater – Not discussed tonight.
M. Coakley motioned to adjourn the meeting; C. Franz seconded; the Commission unanimously agreed. The meeting was adjourned at 8:10 p.m.
