SYLVAN REALTY TRUST PUBLIC HEARING (continued) – Notice of Intent & Stormwater Control Application – Sylvan Realty Trust – Stiles Road (Lots 1 & 2)
Construction of two single-family homes.

James Tetreault and Khalid Naseem were present.  Items discussed:

1.  Flagging at C9 to C10 – OK.

2.  New vs. Existing Culvert – The Commission felt that crossing is allowable as either an existing
    crossing or a new crossing.  No need to discuss any further.  Hydraulics still has to be
     discussed.

3.  Talked about pipe material for force main at wetland crossing.  D. Duffy was concerned that the
     PVC pipe material could be damaged or even fail and that a failure at the wetland crossing
     would unlikely be found in a reasonable time, if at all.  Dan prefers heat-fused HDPE pipe.  The
     Commission wants plans revised to specify heat-fused HDPE pipe at the area of the wetland
     crossing.

4.  Hydrology Comps. – Show two culverts at culvert crossing.  Plan proposes one.  Plans are to
     be revised.

5.  Solid Waste – A condition should be added to any Order requiring that any excavated solid
     waste, trash, debris (any non-earthen material) requiring that the excavated solid waste…not be
     re-buried at the site.  Dan will follow-up.

The applicant requested a continuance.  C. Burkhardt motioned to accept the request for continuance; M. Coakley seconded; all agreed.  It will be on the June 16th Agenda at 7:30 p.m.
                    
RAND-WHITNEY PUBLIC HEARING (continued) – Notice of Intent & Stormwater Control Application – 160 Shrewsbury Street
Construct 411,650 sf office/manufacturing/warehouse building with associated driveways, parking areas and utilities.

Ken Strom (Thompson-Liston Associates) and Nick Smith (Rand-Whitney) were in attendance.  Peer reviewer’s comments were discussed.

* EcoTec – Per their last correspondence, they were satisfied with revisions.

* Graves Engineering letter dated 5/12/08:

   1.   Thompson-Liston Associates will address revisions to C10 regarding SWPPP.

   2.   Recharge Volume (Comment #7) – Thompson-Liston Associates is revising infiltration
         system and paving (use of porous pavement at trailer storage areas). James Tetreault will
         submit additional information to demonstrate the project will comply with MA DEP
         Stormwater requirements.

   3.   Comment #9 – James Tetreault will provide documentation that a Vort-Sentry unit will be
         sufficient for total suspended solids removal.

   4.   Comment #10 – Groundwater mounding analysis will be submitted.

   5.   Mr. Tetreault expects to submit revised documents to Graves Engineering by Wednesday,
         June 4th.

   6.   #44 – To be addressed by the Commission (waiver requests).

   7.   #45 – Discussed the possibility of waiving fence requirements.  The applicant is going to
         re-evaluate means to limit access to the basins that may require materials other than fence
         (e.g., boulders, vegetation planting, slopes).

The applicant requested a continuance.  M. Coakley motioned to accept the request for continuance; D. Duffy seconded; all agreed.  It will be on the June 16th Agenda at 8:00 p.m.

PUBLIC MEETING/HEARING – Request for Determination of Applicability and Stormwater Control Permit – Catherine & Steven Phillips – Shrewsbury Street (Map 17, Parcel 40)
Construct an industrial building approximately 7500 square feet.

Kevin Hardiman (Ross Associates) was present along with Steve & Cathy Phillips.  Revised plans showing posts at the limit of work (4 x 4 concrete posts) were submitted for the Determination which was previously issued.

Concerning the Stormwater Permit – Issues discussed by Kevin Hardiman:

1.   Outlet from detention basis was relocated to direct runoff toward isolated wetland.

2.   Rip rap swale overflow was oversized.

3.   ECB line was revised.

4.   The construction entrance was stabilized and the driveway width was enlarged.

5.   Removed curbing along west side of driveway to allow runoff from the driveway to enter a
      grass-lined swale.

6.   The Operation and Maintenance Manual was revised.

M. Coakley requested that drainage O&M shown on the plan also is printed on a standalone 8 ½ x 11.

The applicant requested a continuance.  M. Coakley motioned to accept the request for continuance; D. Duffy seconded; all agreed.  It will be on the June 16th Agenda at 8:30 p.m.

The remaining items will be discussed at the Regular Meeting on June 16th.

J. Walsh motioned to adjourn the meeting; D. Duffy seconded; the Commission unanimously agreed.  The meeting was adjourned at 9:20 p.m.
