REGULAR MEETING MINUTES
October 15, 2007

7:00 p.m. - STATUS REPORT – Rand-Whitney – Ron Soderman (Cutler Associates) and Nick Smith (Rand-Whitney) attended concerning the restored wetland which has been impacted.  Mr. Soderman stated that 2/3 of the blast rock is in the wetlands.  They have contracted a wetlands scientist (Scott Hime) and will be meeting with him Friday morning.  D. Duffy informed them that Mr. Hime should come to the next meeting with a replication plan and that they should work in conjunction with EcoTec.  Mr. Smith said that the project is now getting larger and they would like to modify the existing permits with the town.  It was suggested that the wetland flags be maintained since the project has been ongoing for some time.  It was also discussed issuing an Enforcement Order to conduct the current work.

7:15 p.m. - COMMISSION BUSINESS

Vouchers were approved.

M. Coakley motioned approve the Meeting Minutes dated September 17, 2007; C. Franz seconded; all agreed.  M. Coakley motioned to approve the Site Visit Minutes dated September 29, 2007; D. Duffy seconded; all agreed.

Correspondence was reviewed.

Compass Pointe Dam – After discussions, it was determined that it was a public safety emergency and non-jurisdictional to the Commission.

Compass Pointe – At this point any issues are non-critical.

Stormwater Regulations – There will be a public meeting advertised for the next meeting to adopt the regulations.  The Board of Health will be asked to deal with the illicit discharge section.

D. Duffy motioned to adjourn the meeting; M. Coakley seconded; the Commission unanimously agreed.  The meeting was adjourned at 7:50 p.m.
