REGULAR MEETING MINUTES
August 27, 2007

7:00 p.m. - Interview Joe Styborski – Mr. Styborski said he has developed a strong interest in conservation. He has completed course work in botany and also completed various field work with a strong interest in invasive plants. He belongs to the MACC as a non-commission member. Mark will speak with the Selectmen within the next two weeks and get back to Mr. Styborski by the end of September. Mr. Styborski was also informed that it is the Selectmen who appoint Members to the Commission.
7:00 p.m. - Interview Laurence Brenner – Mr. Brenner does have a mechanical engineering background., but does not have any experience in conservation. He is interested in helping the town on a committee or board.
Mark Coakley will send a letter to the Selectmen regarding both candidates being favorable help and that the Commission needs wetland scientists.
7:15 p.m. – Ron Aspero (250 Cross Street Discussion) – Mr. Aspero presented a red line plan showing a new hay bale line – no additional impact. He will submit a plan marked up showing four monuments. The monuments were marked on a plan during the meeting and returned to him for construction. Mr. Aspero also asked about a filing to abandon the existing septic tank. At a minimum, a Request for Determination is necessary because the existing septic tank is within the 100’ buffer zone.
7:30 p.m. – PUBLIC MEETING – Request for ESC Permit – Intersections of Routes 140 & 70 “Boylston Crossing” (Edward & Gene DeFeudis)
Edward DeFeudis and Peter O’Connell were present. Mark Coakley motioned to issue the ESC Permit with Special Conditions #21 through #25 being added; Jeff Walsh seconded; all agreed.
7:45 p.m. – PUBLIC MEETING – Request for Determination of Applicability – 268 Mile Hill Road (Ken & Maureen LeDuc)
Remove trees and stumps; install above ground pool and electrical service for pool.
A Motion was made by Mark Coakley to issue a Negative Determination by Reason #3 adding that backwash is to be directed away from resource areas and disturbed area to be stabilized upon completion; Chip Burkhardt seconded; all agreed.
Jeff Baker (218 Green Street) attended for an informal discussion concerning proposed work (pool, driveway and associated grading). He was told that a Request for Determination of Applicability would be required for the pool, and a Notice of Intent required for pool, driveway and associated grading.
8:00 p.m. – COMMISSION BUSINESS
Vouchers were approved.
Mark Coakley motioned to accept the July 16, 2007 Meeting Minutes as revised; Chip Burkhardt seconded; all agreed.
Pulte Homes (Lot 31 Pleasant Hill Farms) Certificate of Compliance Revision – Dan Duffy motioned to issue a new Certificate of Compliance for Pleasant Hill Farms, Lot 31, DEP #115-249 (Amended Order of Conditions recorded Book 28002, Page 198); J. Walsh seconded; the majority agreed. Mark Coakley recused himself from the matter.
Consider issuing an extension to Peter Coskie for Order of Conditions #115-289 (Lot 2S Reservoir Street) – Will be determined at the September meeting.
M. Coakley motioned to adjourn the meeting; D. Duffy seconded; the Commission unanimously agreed. The meeting was adjourned at 9:15 p.m.
