REGULAR MEETING MINUTES
July 16, 2007


Members Present:   Jeffrey Walsh, Mark Coakley, Chip Burkhardt, Dan Duffy, Gigi Desautels

7:00 p.m. - Interview Joe Styborski as a potential Conservation Member – Mr. Styborski did not attend due to illness.

7:15 p.m. - PUBLIC MEETING – Request for Determination of Applicability – 620 Central Street (Daniel Loach)
Construct a shed at the end of the driveway.

The proposed shed is within the 100’ buffer zone, and is an exempt activity.  Mr. Loach said there will be no footings; it will be put on blocks.  The Members did not have any issues.  M. Coakley motioned to issue a Negative Determination by reason #2; J. Walsh seconded; all agreed.

7:30 p.m. - PUBLIC MEETING – Request for Determination of Applicability – 620 Central Street (Daniel Loach)
Construct a screen room and pool deck.

The project will have four footings, not a full foundation.  It will need some type of excavation.  Mr. Loach was told he needed to use hay bales or silt fencing.  M. Coakley motioned to issue a Negative Determination by reason #3 with conditions to add silt fence or hay bales, notify the Commission when placement is done; and not begin work for two days prior; J. Walsh seconded; all agreed.

7:45 p.m. - PUBLIC MEETING – Request for Determination of Applicability – 620 Central Street (Daniel Loach)
Clear shrubs, thin trees and extend back yard.

There is a lot of vegetation and is very rocky in some areas.  Work would be close to the resource area.  It was suggested he file a Notice of Intent and have the wetlands delineated before filing.  M. Coakley motioned to issue a Positive Determination by reason #4; J. Walsh seconded; all agreed.

8:00 p.m. - PUBLIC MEETING – Request for ESC Permit for DEP #115-229 (Rand-Whitney) – 160 Shrewsbury Street
M. Coakley motioned to issue ESC 2007-2 for Rand-Whitney; C. Franz seconded; all agreed.       

8:15 p.m. - COMMISSION BUSINESS

Vouchers were approved.

Correspondence was reviewed.  M. Coakley will follow-up on the letter from EcoTec, Inc. regarding the Stiles Crossing Site Stabilization Report.

J. Walsh motioned to accept the June 18, 2007 Meeting Minutes; D. Duffy seconded; all agreed.

Member Status - Gigi Desautels resigned from the Commission.  D. Duffy motioned to appoint M. Coakley as Chairman; C. Franz seconded; all agreed.

Consider issuing Certificate of Compliance to Ron Aspero for 489 Central Street (DEP #115-306) – M. Coakley motioned to issue a Certificate of Compliance; D. Duffy seconded; all agreed.

M. Coakley motioned to accept the request from Melanie to use funds from the Wetland Protection account to attend a technology workshop in October for the Virtual Town Hall website; J. Walsh seconded; all agreed.  A request will also be made in writing.

There has been no response from Jessica or Michael Venincasa with regard to filing a Notice of Intent for the emergency dam repairs which was requested of them by this meeting.  The letters will be forwarded to Attorney Angelini for his input before turning the matter over to the DEP.

M. Coakley motioned to adjourn the meeting; D. Duffy seconded; the Commission unanimously agreed.  The meeting was adjourned at 8:25 p.m.
