8:00 p.m. - PUBLIC HEARING (continued) – Amended Order of Conditions DEP #115-229 - Rand Whitney – 160 Shrewsbury Street (David C. Donahue)
Proposed revisions to the building’s size, location and reconfiguration of parking and roadway layout.
Present were Andrew Liston (Thompson-Liston Associates), Paul McManus (EcoTec, Inc.), and Todd Halwig (Attorney for Rand-Whitney). Scott Heim performed wetland analysis – no habitat is present in culvert area. Revised plans were submitted. Revisions were summarized by Mr. Liston: (1) availability of replacement culvert sections, if needed; (2) pre-construction meeting; (3) restoration of Fuller easement area. Fuller’s use of easement area must meet applicable regulations, including Wetlands Protection Act and the Commission’s Order of Conditions.
Paul McManus said that in general, all of Arthur Allen’s concerns were addressed except for the following minor points:
1. Meandering swale (from basin #3) – Any disturbed areas not stabilized by riprap must be stabilized in the same manner as the area north of the septic system (Sheet C4A).
2. Erosion Control Barrier (ECB) is beyond the limit of work. Wherever ECBs do not mark the limit of work, then 4’ high construction fencing must be installed to mark the limit of work.
3. Wetland species proposed at the south end of the building – the plans appear to be too specific in that the species may not thrive in the dryer anticipated conditions. A condition of approval should be drafted to address this.
Reviewed draft Order of Conditions with applicant. No one from the audience wished to speak. M. Coakley motioned to close the Public Hearing; J. Walsh seconded; all agreed. M. Coakley motioned to issue an Order of Conditions as revised in writing (on draft order); J. Walsh seconded; all agreed.

Vouchers were approved.

Stormwater Minutes were previously approved.
Compass Pointe Dam (Venincasa) – A certified letter will be sent notifying them that a NOI must be filed for the emergency dam repairs. A letter was sent regular mail on May 23rd to which they did not respond.
Consider issuing Certificate of Compliance to Ron Aspero for 489 Central Street (DEP #115-306) – Will be determined at the August meeting.
M. Coakley motioned to adjourn the meeting; C. Burkhardt seconded; the Commission unanimously agreed. The meeting was adjourned at 8:55 p.m.
