7:00 p.m. - PUBLIC HEARING (continued) – Notice of Intent (Kalamat, LLC) – 81 Shrewsbury Street
Demolish existing house, driveway, etc., and construct a new building, parking, utilities, etc.

Kevin Quinn (Quinn Engineering) attended and presented revised plans which included a right turn lane per the Planning Board who had issues with morning traffic.  Per the traffic study, 642 vehicle trips a day are made and, since the site does not generate more than 1,000 vehicle trips per day, there is no issue concerning TSS removal.  Mr. Quinn said the soil is good and there is very little work in the resource area.  D. Duffy motioned to close the Public Hearing; J. Walsh seconded; all agreed.  M. Coakley motioned to issue a standard Order of Conditions with Special Conditions #40, #41 & #42 being added; J. Walsh seconded; all agreed.

7:30 p.m. - PUBLIC HEARING (continued) – Amended Order of Conditions DEP #115-229 - Rand Whitney – 160 Shrewsbury Street (David C. Donahue)
Proposed revisions to the building’s size, location and reconfiguration of parking and roadway layout. 

Andrew Liston (Thompson-Liston Associates) presented a letter from the site visit along with revised plans and a progression report for the property.  Mr. Liston said the entrance from East Temple is in the same location except that the road has been bent as far as it can legally go.  The existing culvert is reduced to approximately 30’.  He also said the previous 3,580 square feet of alteration is now reduced to 1,030 square feet.   Area B replication is 2,110 square feet.  Wetland replication was added to the plan.  The landscaping plan has also been revised.  D. Duffy questioned the original amount of BVW alteration (4,843 sq. ft.).  He was told it some of the area was completed, partially done.  5,785 sq. ft. represents the inclusion of the back area of alteration/restoration.  To date, the cumulatively altered figures are not known.  J. Walsh told Mr. Liston that we need to be clear on the numbers for the future.  Arthur Allen (EcoTec) said the restoration by the pond was completed.   Mr. Liston will revise the progression report to include a replication/alteration column for a better understanding.  There will be supervision before, during and after work takes place.  There will be a shortage of wetland soil.  The culvert work will be done during the dry weather.  Mr. Allen requested Mr. Liston to respond to his previous letters more specifically.  For the next meeting, Mr. Liston will have the following information: revised table to include alteration/restoration and cumulative figures; detailed scenario and drawings concerning a broken culvert and how they would deal with it; modification of brook restoration; definitive answer on replication on Fuller easement; and calculations for openness ratio for existing culvert.  The applicant requested a continuance.  M. Coakley motioned to accept the request for continuance; D. Duffy seconded; all agreed.  It will be on the June 18th Agenda at 7:00 p.m.

7:45 p.m. - PUBLIC HEARING – Notice of Intent (Robert Lombardi) – 250 Cross Street
Construct single-family home with associated work within the buffer zone.

Kevin Quinn attended and explained there is an existing house there.  Land is to be divided.  The existing system is an older system and they are proposing to put in a shared system.  There is no work within the wetlands.  The leach field is greater than 100’ from the buffer zone.  Mr. Quinn was told that hay bales and silt fence details need to be put on the plan.  He also needs to purchase boundary markers for the limit of work (being placed at A1, A3 and A5), and a site visit will be made to verify flagging.  M. Coakley motioned to close the Public Hearing; D. Duffy seconded; all agreed.  M. Coakley motioned to issue a standard Order of Conditions with Special Conditions #31, #32, and #33 being added; D. Duffy seconded; all agreed.

8:00 p.m. - PUBLIC HEARING – Notice of Intent (YMCA of Greater Worcester) – Sewall Pond
Pond maintenance program to control nuisance aquatic vegetation at Sewall Pond for the restoration of fish and wildlife habitat as well as increase the potential for the water body to provide safe recreational opportunities at Camp Harrington.

Dominic Meringolo and Steve Lockney attended.  The project consists of approximately a one acre border around the pond.  It will be maintained for resident use.  Herbicides will be used.  They will obtain the required DEP annual permit for watershed.  The project has been sent to Natural Heritage, who has not yet responded as of the meeting date.  M. Coakley motioned to close the Public Hearing; D. Duffy seconded; all agreed.  M. Coakley motioned to issue a standard Order of Conditions with Special Condition #31 being added that the Order not be issued until June 6, 2007 pending response from Natural Heritage Endangered Species Program; D. Duffy seconded; all agreed.

8:15 p.m. - COMMISSION BUSINESS

Garry Hollands resigned from the Commission.  M. Coakley will contact him to ask if he would consider staying on as an Associate Member.  J. Walsh to check to see if there is a limit of how many Associate Members there can be (currently we have two).

Vouchers were approved.

Review & Approve Meeting Minutes dated 4/17/07 and 2/26/07 Stormwater Minutes – Not approved tonight.

Mr. Ali (to discuss Longley Hill) – Mr. Naseem was present for the applicant.  M. Coakley informed him that the site is not stable.  Silt is being discharged into Cold Harbor Brook.  D. Duffy said the hay bales are no longer in place.  Need to capture runoff into the catch basins; runoff is flowing around the catch basins.  Sediment laden runoff is flowing between the road and the cut slope on the right side.  Mr. Naseem will address the issues within two weeks and will send a written narrative regarding what he will do.

Peter Bemis for Jeffrey DeCiccio & Sharon Bryant, 579 Central Street (Lot 2), DEP 115-150 – Mr. Bemis represented the applicant.  The following documents were submitted: written description of plants to be planted, and the proposed contractor’s name.  Work to be done soon.

Compass Pointe Dam (Venincasa) – The applicant is required to file a NOI for the emergency work they did on the dam.  Check with Melanie.  

Consider issuing Certificate of Compliance to Ron Aspero for Lot 3 School Street (DEP #115-301) – J. Walsh motioned to issue a Certificate of Compliance; M. Coakley seconded; all agreed.

Consider issuing Certificate of Compliance to Ron Aspero for 489 Central Street (DEP #115-306) – Grass not mature enough yet to call it stable.

Consider issuing Certificate of Compliance for Pleasant Hill Farms Subdivision Lot 30R (DEP 115-250) – No action taken.  No quorum.  No representative.

M. Coakley motioned to adjourn the meeting; C. Franz seconded; the Commission unanimously agreed.  The meeting was adjourned at 9:20 p.m.
