Board of Selectmen Minutes 2/26/16

Members Present:        Chairman James Wood; Michael May; Marty McNamara, Town Administrator; Lori Esposito, Administrative Assistant to the Board
Absent:         Jamie Underwood

The meeting was called to order at 9:02 AM by Chairman Wood.

One-Day Beer/Wine License Request:  St Mary of the Hills church has requested a one-day beer and wine license for a March 12, 2016 St. Patrick’s dinner from 5:00 to 8:30 PM.

Mike May motioned to approve the request; Jim Wood seconded the motion, voted all in favor.

Bryan Slack, Mass DOT:  (Mr. Slack is the liaison for Right-of-Way.)
  • Mass DOT is scheduled to begin work on Route 140 on DCR-owned land.  This is a Town-owned road, so the first step is to give the Board of Selectmen authority to acquire rights for temporary easements.   Town Counsel should review to see how it should be done, depending on the Charter, etc.
  • If the Board of Selectmen needs the rights to acquire, it might have to go before Town Meeting.
  • Currently the project, which is a drainage project for basins, is not funded.  A detention area will be created on DCR property.   This is also being done in West Boylston.  Mr. Slack said the project, if funded, is planned for October.  The Town might need to have a survey/appraisal done.  The Board said the Town will not spend money for a survey project for the DCR.
  • Marty McNamara felt Mass DOT should be coming to the Town asking for the right to alter the road; why would the Town need to acquire an easement to land that they do not own?
  • Bryan said he is not even sure if it is necessary, he is just giving a “heads up” for what the Town might need to do, depending on Town Counsel’s advice for the Town.
  • Mark Barakian of the Light Department said there is also talk of the “S” curve at the West Boylston town line being corrected.  Mr. Slack was unaware of that project.
At 9:30 AM Mike May motioned to adjourn.  Jim Wood seconded; voted all in favor.


The meeting was adjourned at 9:30 AM.
