This meeting preceded the Annual Town Meeting, and commenced at 6:02 PM.
Citizen’s Petition Articles #28,29 re: Leash Law
Jim Wood made a motion to oppose both articles, Matt Mecum seconded the motion; further discussion ensued:
Town Counsel Stephen Madaus cited some deficiencies in the petitions as presented, including no enforcement officer named, both are requested as ordinances (the Town has Bylaws), and there is no means of proposed fines being enforced. Chairman Sydow also noted that the articles are financially irresponsible and intending to correct a problem that is not prevalent.
Motion voted all in favor.
At 6:10 PM on a motion made by Selectman Matthew Mecum, and seconded by James Wood, the following roll call vote was recorded to go into Executive Session under MGL c. 30A §21 ¶3 to prepare for negotiations with union personnel. James Wood: Yes; Matthew Mecum: Yes. Kenneth Sydow: Yes. The Board agreed they would reconvene in open session immediately following executive session.
At 6:15PM, open session reconvened.
Jim Wood made a motion to ratify the Police Union contract, Matthew Mecum seconded, voted all in favor.
Warrant Review
- Personnel Board members will not be present to move articles; Jim Wood will move article 15, Ken Sydow article 16.
- RE: Citizen’s Petitions, Dennis Pojani recommends reading clarification of bylaw that Town Counsel created at the direction of the Board. Ken Sydow said the Board does not want to set a precedent of Town Counsel working on citizen’s petitions. Matt Mecum agreed, and feels it should be voted as presented and printed.
- Discussion on who will motion each article.
- The final budget article has two line changes from the school, which are reductions to the printed budget; Building Assessment is changing to $888,307 and Regional Assessment changing to $3,641,247.
On a motion made by Matthew Mecum and seconded by Jim Wood, the meeting was adjourned at 6:57 PM.
