Board of Selectmen Minutes 02/11/2013

Members Present:        Chairman Kenneth Sydow, James Wood, Matthew Mecum; artin McNamara, Town Administrator; Lori Esposito, Administrative Assistant; (Others as listed on attached sheet.)

Meeting minutes of January 9, 14 and 22 presented for approval.

Jim Wood made a motion to approve the minutes as presented with one edit in the January 14 minutes.  Matthew Mecum seconded the motion; voted all in favor.

Report of the Town Administrator to the Board:

Community Innovation Challenge Grant, in which we participate along with eight other communities, for purposes of E-permitting, has been awarded the requested grant of $112,000 for start-up costs.  The nine communities will now establish the scope of services and begin reviewing the programs and contractors available.  The funds will be used for all start-up costs and for the first year of operation.  Following that each community would be responsible for maintenance and licensing sots, a cost that could be offset by permitting and/or user fees.   Attached is a copy of the grant application we submitted.
  • Ken Sydow asked if any communities have this system running now.  Marty said he believes Foxboro in the southeast part of the state has it; Shrewsbury also has a system in place.   Ken asked if we have already committed to this project and Marty said we have not yet done so.  He said bids are out and once selected we are on board unless we opt out sooner.
  • Matt Mecum said he is interested to see what system they come up with.  He is not impressed with what he has seen so far.  Marty said this would allow on-line permitting and payment.  Matt said it needs to be mobile for job site use.
Massachusetts DCR Grant has been awarded in the amount of $40K for use in 2013, with an additional $40K for 2014 by the Massachusetts DCR for planting shade trees on public property in Boylston.   Details of the grant are being worked out and the TA will have additional information in the future.

Sexual Harassment Training was completed on Wednesday, February 6; the class went well.

6:40 PM:  Monthly Report of the Chief of Police to the Board of Selectmen:  Updated January 13 statistics were presented:
  • February 3:  Motor vehicle accident at 222 Shrewsbury Street.  One car accident; driver passed away on February 5 from injuries.
  • January 18:  b Scout tour of police station.
  • January 24:  Ticket hearings at Clinton District Court.
  • January 30:  Sergeant Thomas attended sex offender reporting training in Salem, MA.
  • February 1:  Monitored a lockdown drill at Boylston Elementary School.
  • February 1:  House fire at 478 Green Street.
  • February 5:  Chief’s inservice at MCJTC.
  • February 6:  Jet regarding Mt. Pleasant Country Club’s traffic and central parking improvements.
  • February 7:  Met with Town resident regarding a neighbor’s complaint.
  • February 3:  Interviews for vacant patrolman position.
Monthly Report of the Building Inspector to the Board of Selectmen:

  • Tony Zahariadis reported that it has been typically slow for the past few weeks.
  • Two additional permits were pulled for single family homes (Signature Homes).
At 6:54 PM James Wood made a motion to adjourn.   Matthew Mecum seconded the motion; voted all in favor.

The meeting was adjourned at 6:54 PM.
