Report of the Town Administrator to the Board of Selectmen:
- BBRSD Lease Agreement – The School Committee voted to execute the lease with an 18-month notice for termination prior to the lease end. The Town Administrator presented the lease to the Selectmen for signature. Jim Stanton recommended having Town Counsel review the lease prior to the School Committee’s meeting next Wednesday.
- Fire Chief’s Contract Renewal -- Joe Flanagan is interested in renewing his contract with the same terms and a two percent salary increase for next year. The Town Administrator presented a contract for signature.
- Parking Lot Paving – Paving the front and rear driveways by the ALB program will commence near the end of July. We will not be able to use the ALB program to pave the parking lots and the Town Administrator will advertise the project, with a bid due date of July 20.
- Tree Replanting at Hillside – The ALB program will replant trees near Town Hall, along the front drive and along the historic cart path up to Gough House. Non-AB host trees to be planted include tulip, European beech, black gum, scarlet oak, sweet gum, red oak and service berry. Jim Stanton inquired whether the dead tree on the common could be replaced. The Town Administrator will inquire.
- ALB Traps -- The ALB program requests they be allowed to set traps in Boylston. Request is attached.
- Request for Farmer’s Market at Hillside – The Hillside Restoration group would like to host a weekly farmer’s market on the Gough House side lawn. They are aware permits from the Board of Health might be necessary, depending upon the goods vendors offer. Presently they plan to offer only fresh garden produce. They request the Board’s support and permission to host the market on Town property.
- Motion was made, seconded and voted all in favor to approve a farmer’s market subject to any potential required insurance cost be covered by HVCP.
- Gough House – Volunteers have completed demolition of interiror walls and ceilings of the rear el. As a result, the project architect and structuralengineer discovered a crack in a roof joist which will require additional structural reinforcement. The construction documents will be amended and it is anticipated the project will be put out to bid in July.
Volunteers also completed removal of wallpaper in the front part of the house and volunteer Lenny LeBlanc continues to restore windows in the house. Attached is a recent edition of the Hillside Echoes newsletter.
- Green Street Reclamation and Repaving -- Don Parker, Highway Superintendent, estimates the Green Street project, from Mile Hill Road to the Northborough line, will cost approximately $150,000 to complete. The project is eligible for grant funding through the Mass Infrastructure Program, which has incorporated the former “Small Towns Rural Assistance Program” (STRAP). The deadline is not yet set but probably will be in September with a decision issued within six weeks. The Town Administrator recommends applying for this grant when applications become available.
Ken Sydow said when the road is repaved we need a stop sign on Green Street coming from Northborough. Jim Stanton requested the Town Administrator follow up with the Chief of Police. He said we should also be addressing signage in the entire town. Roger Deal said the stop signs at Cross and Central Streets are not well-positioned. He asked about a blinking yellow light. Ken said he would like to see a list of priority road pavings. The Town Administrator will request a list from the Highway Superintendent.
- Stiles Crossing Road Acceptance – The Homeowners’ Association hired an engineer to prepare a report (attached) on completion of the Conservation Commission’s Order of Conditions and Erosion and Sedimentation Control permit. The Commission, at its June 20 meeting, approved a partial Certificate of Completion for both permits, reserving the right to monitor conditions on the three vacant lots in the development. The conditions now remaining to be completed to the Planning Board’s satisfaction are catch basin cleaning and street sweeping.
- Wiring Inspector -- The Building Inspector and the Town Administrator interviewed three candidates for positions of Wiring Inspector and Assistant Wiring Inspector. They recommend the following appointments:
Wiring Inspector: Tom O’Connor
Assistant Wiring Inspector: John McQuade
Their resumes are attached. The Selectmen would like both gentlemen to appear before the Board on July 11 to be interviewed/appointed.
