Board of Selectmen Minutes 10/04/2010
Date of Meeting:        Monday, October 4, 2010

Town Hall HVAC (Lobby, Gym and Locker Rooms):  Motion was made, based upon an exemption disclosure, pursuant to MGL c. 268A §20,  to approve the Town Administrator’s recommendation to award the contract to install HVAC to LaPan Electric subject to the necessary insurance binders and bond documents being presented to the Town by Mr. LaPan.  Motion was seconded and voted all in favor.

Report of the Police Chief to the Board of Selectmen:   Chief Sahagian presented the statistics for the month of September:
  • Additional car breaks occurred; one car was stolen and recovered.
  • On September 10 he attended the Business Marketing Committee breakfast.
  • The department attended several ticket hearings.
  • The Chief met with the Fire Chief and the Town Administrator regarding regionalized dispatch.
  • September 30 attended ticket hearings
  • October 4 – two marijuana hearings were scheduled.  Fines were paid and hearings were cancelled.
  • October 5 – In-service Chief training upstairs at the MPTC.  This is the first of a series scheduled for Tuesdays through June 2011.
  • September 30 – The Safe Driver Act (texting/cell calls) became effective
  • Year-to-date arrests are at 38.   Last year’s total was 32.
  • The DARE Halloween party will be held on October 24 from 5 to 8:00 PM.
  • Trick or Treating will be held on Sunday, October 31 from 5 to 8:00 PM.
  • The DARE Safety Officer (Ron Rajotte) will be attending School Committee anti-bullying meetings.
  • 18-hours of radar placed on Warren Street indicated a top speed to be 41 mph in a 40 mph zone.  The Chief is not concerned about speeding being an issue on that street right now based on findings.
7:00 PM Habitat for Humanity Update – Howard Drobner:
  • The spaghetti supper fundraiser was successful with 150-170 plates being served.  Anet profit, after expenses, was $2,700.  They are still looking at approximately $200K to be raised.  
  • The Family Selection Lottery was held on September 29.  One of the five chosen was a Boylston resident.  There were two parts to the lottery:  local pull and a minority family.
  • They are now in the process of obtaining a building permit.
  • On November 6 at 10:00 AM a formal groundbreaking will take place on the site.  He is looking at an alternative parking location to shuttle people to the site and he will discuss it with the Chief of Police.
  • Regarding signage, they are looking at the football field area, which requires permission.  Jim Stanton asked what type and size of sign they had in mind.  Howard said he was not sure.  He was thinking of a thermometer-type sign to track fundraising.  Ken Sydow said he was fine with it.  Jim said he was not sure the football field is the best location and advised Mr. Drobner to speak with the youth football league and with Parks & Recreation to see if there is an appropriate place on that property that wouldn’t interfere with regular activities.
  • The Board indicates it is supportive of a sign on Town property; a long-term sign would require a permit from the Building Inspector.
  • Regarding a water line and street work, it is necessary to run a water line to the property.  Howard is trying to coordinate the work when Don Parker will be paving the road.  The Board advised Howard to discuss dates with Don; Habitat for Humanity will also need a road-opening permit.
  • Building status:  they recently cleared the land on the site and are looking for a volunteer for concrete foundation work.
  • Ken Sydow asked what happens if the fundraising goal is not met.   Howard said Worcester Habitat for Housing authorized $30K for Boylston to be spent before the end of the year.  Each quarter, Worcester will vote at its Board meetings to authorize additional spending.  They don’t typically withhold funds when the project is started, but they do have limited funds.  A lack of fundraising might cause some delays, but everything will continue to move forward.
  • Fundraising dates:
  • October 30:  Annual Worcester event -- Marlborough Marriott Route 20 Gala (a sit-down dinner, auction, etc.)
  • November/December/January – Niche Hospitality Group, will host fundraising events in Worcester at their newest restaurant at Exchange Place.  One would be a sit-down dinner; two are wine/beer samplings.  The information is on their website.
  • Howard plans to return periodically every two to three months to update the Board.
Motion was made and seconded to adjourn.  Voted all in favor.
