Board of Selectmen Minutes 04/23/2010

The group toured the properties made available for auction.

1 Oregon Ave. – Probably mainly abutter interest.  Will mail notice to abutters within 150 feet.

Poe Ave. and Nicholas Ave. – Properties do not conform to current zoning requirements, but deed research could reveal whether they existed and were never in common ownership prior to the adoption of zoning.  If they each had 5,000 s.f. area and 50’ of frontage and were never merged with adjacent lots, they could be buildable from a zoning perspective.  The Board instructed deed research to be done.

Parcel 23-20 – School Street – All thought this parcel might be buildable if soils permitted.  Mark noted that the lot fell just short of frontage requirements for two lots, and that maybe the right of way could be adjusted to provide additional frontage.  He also commented that a neighboring lot with 318’ of frontage may be interested in adding to their lot.  The Board instructed an engineer be engaged to look at the frontage and septic potential.  David Ross and Steve Cyr were mentioned as possible contacts for this work.

Parcel 23-26 – School Street (across from Boylston Auto) – Dennis noted that this lot has been tested in the past for septic potential but had failed.  

Parcel 4-6 – Melrose Street (“the pit”) – Water at the bottom of the property was to due to wetland present, but adjacent people pumping out their basements.  It was difficult to determine the property boundary at the site – it appeared potentially developable.  The Board instructed deed research be done to determine if this lot was grandfathered.  Dennis Costello would consult with Ron Aspero to see if he had some knowledge of the history of the lot and his thoughts on buildability.

Parcel 48-4 (Main St. Rear) – this property was inaccessible, and adjacent to DCR ownership.  Paul Zekos suggested the Town contact DCR to assess their interest, and potentially get the State to approve a direct sale.

Parcel 51-29 (of Green St.) – this property is also inaccessible and adjacent to NE Forestry ownership.  NE Forestry has expressed an interest in this property.

Parcel 67-18 (Linden St.) – Dennis recalled soils testing at this site had failed septic viability in the past.  He commented that perhaps a portion of the site could share a system with a neighbor.  Wetlands appeared to be a limited factor as well.  Dennis would contact Ron Aspero to see if he examined the site in the past and to ask his opinion of buildability.  Sudbury Valley should be contacted for their interest.

In general, the Board was glad to have toured the properties to get a realistic expectation for the auction.  They questioned if future assessed values on the parcels would be based upon the tax title sale.  They requested an updated timeline once the deed research and engineering analysis was underway.
