7:00 PM Report of Fire Chief Flanagan to Board of Selectmen
· The Fire Department received a grant for a thermal imaging camera from the 500 For Life Foundation. Chief Flanagan received the camera last week; it is worth approximately $13K. (It is a Bullard T-320.) Five hundred cameras were given to departments that couldn’t otherwise afford them. The Fire Department’s last thermal camera was about 15 years old.
· The ladder truck is now fully equipped and is in service. The truck is now parked at the station and the tanker is now at Phillips garage on Linden Street. A small addition was made to one bay to accommodate it. The Fire Dept. wishes to thank Mike Buddenhagen and David Young for donating their time and expertise with the addition.
· Boylston responded to a home fire in West Boylston last week following a lightening strike.
· The new ambulance should be ready the second week of July. The delay was caused by a backlog at the factory in Iowa. It will fit in the bay next to the old ambulance. Joe is looking into doing transfers (non-emergency) with the old ambulance; this will generate revenue.
· There was a large increase in call volume during the flooding at the end of March/early April. They responded to calls for flooded basements, a breech of an earthen dam. They also assisted Clinton with flood calls.
· A mock car crash was held on May 13, the week of the Tahanto prom. This was fun in conjunction with the SADD program. The goal was to increase awareness of the dangers of driving while intoxicated.
7:10 PM Report of Highway Superintendent Parker to the Board of Selectmen
· Regarding Compass Pointe, Jim Venincasa said the contractors are to begin paving Sewall Street tomorrow (June 15). Don spoke with the contractor, who said he wouldn’t be bringing equipment in until this Friday, June 18. The Town Administrator said residents have been calling daily and she has been telling them it would begin tomorrow, since that is what she was told.
· Jim Stanton said if it is not completed by June 30, we need to have a “Plan B.”
· Don Parker said Jim Venincasa was blaming the Town for the delay, due to their work on the culvert, but Don told him their work could be done at the same time.
7:15 PM Report of the Building Inspector to the Board of Selectmen
· Mr. Bertonassi supplied a list of permits issued (27) for a total of $2,688 in fees.
7:20 PM Report of the Town Administrator to the Board of Selectmen
· Treasurer/Collector Search: Four candidates have been interviewed. Second interviews are set for next Monday, June 21. It is hoped the position will be filled by July 1.
· Open Meeting Law Changes: Some changes to the Open Meeting Law will become effective on July 1, 2010. Some changes include:
o Agendas must be posted along with meeting dates 48 hours in advance; this no longer includes Saturday;
o Postings must be visible at all hours to the public; and
o Meeting minutes must include all documents, exhibits, etc., used at the meeting.
· Business Marketing Committee: The Committee plans to meet with the Worcester Business Development Corporation on June 16 to discuss development potential for the area of Hillside behind the Flagg House. The Committee is also looking to host an informational breakfast meeting (possibly in September) for area business leaders, developers and real estate professionals to showcase Boylston’s new regulations and permitting procedures. The Committee hopes to partner with the Wachusett Chamber of Commerce to promote this event.
· Route 140 Access Management Plan: The Town Administrator has met with the Central Mass Regional Planning staff, who proposes to create a corridor access management plan for Route 140. This tool will be extremely helpful as we week to coordinate new development along Route 140. They recently completed a similar study for Route 9 in Westborough.
· Green Street Drainage Issue The Town Administrator met with the property owner and Don Parker to discuss solution.
Appointments: Motion was made to appoint Fire Department and Police Department personnel as recommended by the respective chiefs. The motion was seconded and voted all in favor.
At 7:35 PM, on a motion made by Selectman Kenneth Sydow, and seconded by James Stanton, the following roll call vote was recorded to go into Executive Session under MGL c. 39 §23B ¶3, to discuss collective bargaining; and MGL c. 39 §23B ¶6, to consider purchase, etc., of real property: James Stanton: Yes; Kenneth Sydow: Yes. The Board agreed they would reconvene only to adjourn.
