Board of Selectmen Minutes 4/12/2008

BUDGET REVIEW

Eliminate Police Reserves Program.  Only three left.  Most are not needed and only one officer routinely taking the required shifts, so the Chief is already filling most with overtime shifts.

Will confirm with Chief Sahagian on Monday.

Jim:  Proposes $50K be moved from Highway Department salaries to the schools to prepay special education costs.  Then school will reduce operating budget by same amount, which will balance the budget.  Also, remove either the foreman or mechanic position (additional $25K).  Ken:  Agrees to cut foreman position since it was never filled.

Roger:  Question:  Retiree insurance plan reviewed; one retiree has PPO offered at a higher rate to the Town.  Sue:  Will look into it.

Accountant = $25,750

Assessors = $9K cut.  They will be in Monday evening to ask for more back.

Treasurer/Assessors/Town Clerk Offices = Each have clerical assistants.  Jim:   Would like to see them all
work with a total of two assistants among them.

Ken:  Would there be a positive cash flow as a result of renting the basement?  What’s the income?  Sue:  Not sure.  Ken:  We should know; supports renovation for income, especially if needed by MCJTC.


Review of Annual Warrant:

·       Article 19  Personnel Schedule:  New ‘Assistant Assessor’ description added by Sue Olsen – not supported by Personnel Board or graded.  Board of Selectmen does not support this – remove from schedule.
·       Article 21:  Check with Don Parker and Steve Madaus regarding drainage
·       Article 22:  Keep in – copy from last year’s Warrant
·       Article 33:  Phillips – possibly not for this one.  Jim to call
·       Article 34:  Rand-Whitney 43D – not necessary

Board asked Lori to process Reserve Fund transfer to fund the cost of search for Town Administrator.  Will have ready for signatures Monday.
