Harvest Festival Celebration:
Upon the request of the Friends of the Library to hold their second annual Fall Harvest Celebration on October 25, 2008 on the Town Common, motion was made to approve; motion seconded; voted All in Favor.
Lions Club Fundraiser:
Upon the request of the Lions Club to have the gymnasium fee at Hillside waived for their basketball tournament December 6 and 7, 2008, motion was made to waive the fee; motion seconded; voted All in Favor.
HVAC Contract – Merrimack Valley Construction:
Work should not begin until payment bond is received. The Board of Selectmen can sign the contract and instruct the Town Administrator not to release it until receipt of the payment bond. A motion was made to approve, pending conditions outlined by counsel; motion seconded, voted All In Favor.
Cell Tower RFP:
Motion was made to accept the proposal from Metro PCS; motion seconded; voted All in Favor.
Zekos Auctioneer:
Motion was made to approve the terms of their contract; motion was seconded and voted All in Favor. Selectmen signed two original contracts.
Appointment of Excavation and Trench Permit Authority:
Issue will be continued to October 20, 2008 agenda for discussion.
Police Chief Sahagian: monthly report to the Board
· Chief cited month’s statistics
· The Poe Avenue case is continued
· Mailed on September 29, 2008 the Community Policing Grant -- $33K+
· Effective today (October 6, 2008) officer Szymkiewicz cleared for duty; missed a total of 12 duty shifts
· October 2: gave tour of police station to children’s group
· October 3: weapons qualification
· October 14: Officer Ronald Rajotte attending Road Spikes training free of charge in October
· October 21: Hearing set in major drug case
· Jared Piche, reserve patrol officer, completed one-year probationary hire period on October 1
· Effective October 12, Rina Paladino resigned (dispatcher)
· Officer Shepard, injured August 23, is progressing with treatment
· October 26: DARE Halloween party
· Recommended Trick-or-Treat Halloween hours for Friday, October 31, for 5:00 PM to 9:00 PM. Board of Selectmen voted All in Favor.
· October 4: breaking and entering at Old Orchard residence
· October 2: $250 larceny case opened.
At 7:02 PM on a motion made by Selectman Roger Deal, per suggestion of Counsel, and seconded by Ken Sydow, the following roll call vote was recorded to go into Executive Session under MGL Chapter 39, §23B ¶ 3, to conduct contract negotiations and ¶5, to investigate charges of criminal misconduct : James Stanton-yes, Roger Deal – yes, Ken Sydow – yes. The Board agreed they would reconvene in open session.

Fire Chief Joe Flanagan: Monthly Report to Board
· Plymovent system install complete; money released by FEMA to cover costs
· Passed second round FEMA Assistance Grant for radio system. Value $98K
· Two recruited firefighters (Jay Krause and Luke Johnson) are currently enrolled in the Massachusetts Firefighter Academy.
· Chief recently completed National Fire Academy class to help communities handle large incidents.
· Responded to two mutual aid fires last month: one in West Boylston; one in Berlin.
Building Inspector Monthly Report to Board
Applicant Advisory Committee Application form presented with list of departments that makes up the committee.
Says Boylston is still fairly busy with building, compared to other towns.
Wachusett Earth Day Agreement:
A brief discussion was held. The Town Administrator is to send a letter to the group requesting the status of the project; supposed to be completed by December 31, 2008.
Revenue Study Committee:
A motion was made to appoint the following:
Chair: Herb Cronin (Finance Committee) Town Accountant
Town Administrator Superintendent of Schools
Citizens Marla Lyons and Jack Wentzell Roger Deal (Bd of Selectmen)
The Board request they attend the October 20 Selectmen’s Meeting to go over the purpose of the Committee. This will be a one-time appointment. Once the study is completed the committee will be disbanded.
Special Town Meeting:
A motion was made to establish a Special Town Meeting date. Date set for December 8, 2008. The deadline for articles will be October 27, 2008. Motion seconded; voted All in Favor.
Boston Post Cane:
Nancy Hamel, the Town’s oldest citizen, is to receive the Boston Post Cane at a future date.
Motion made and seconded to adjourn; voted All In Favor.
