Report of Town Administrator to the Board of Selectmen –
MCJTC lease: Letter sent last week to Senator Chandler who has since received it and responded. A meeting will be held again this Wednesday to take second vote to reconsider their action.
Hillside Barn Restoration Project: meeting last week; HRP anxious to begin; a $15,000 grant has been received. They want the barn cleaned out within two to three weeks. The Town has no funds or manpower for the project. It is necessary to put it out to bid for a company to complete work for the value of scrap metal in the barn.
Outstanding Warrant Articles: Town Administrator has made a list of some that are available; others are pending. Currently, $67,795 is confirmed as available to transfer. Don feels, with his article balances, he’ll need to use the money for a new plow truck in the spring.
Verizon Cell Tower: a 50’ x 50’ area has been identified behind the Fire Department in the far right corner of our property.
Ms. Colbert’s site visit: scheduled for Wednesday, September 10, 2008.
Pop Warner Football Field Snack Shack
- Board of Health paperwork is being finalized and approved.
- Building Inspector is inspecting to be sure it is secure and ready for the first home game this weekend.
Report of the Chief of Police to the Board of Selectmen –
Chief Sahagian gave his monthly statistics report:
- August 11: numerous mailbox vandalism reports; two juveniles charged.
- August 23: Officer Shepard injured off duty; fractured his shoulder while on a dirt bike. He will be out for approximately six weeks.
- August 26: attended Emergency Massachusetts Chiefs Meeting regarding the MCJTC. Even is $600K is re-funded, it won’t keep everything running beyond this year.
- August 28: School bus backed into a tree at Stiles/Cross Streets turnaround. No injuries to children on the bus.
- Chief will meet with Town Administrator candidate on Wednesday morning.
- September 4: A male and female walking north on Route 140 had just dropped off a stolen vehicle at DiPilato’s. Medway police responded; arraigned at Boylston Police Department.
- September 4: dirt bike theft reported on Main Street; it was dumped on the roadside. Police apprehended a juvenile on Hillside (from Worcester).
- September 8: Two individuals found sleeping in a vehicle at DiPilato’s lot in the morning. Police had the car towed. When it was inventoried marijuana and three bundles of cash were found. $4,700 in cash was recovered.
- September 8: In the afternoon the cap top was stolen out of a vehicle at Cyprian’s.
Report of the Building Inspector to the Board of Selectmen (7:15 PM) –
- Jim Stanton asked about the status of the Advisory Committee. Mark Bertonassi is just waiting to hear from the Water Department for a representative.
- Mark asked if it is okay to put a carport on the field where it is. The Board of Selectmen are okay with it. Mark is just waiting for the permit application from Pop Warner. He needs specs from the manufacturer to be sure the installation meets safety standards.
Stormwater By-law
- Joe McGrath (Stormwater Committee/Conservation Commission) presented a draft of a Storm Drain by-law to be approved at the next Annual Town Meeting.
- The EPA and the DEP said we had to participate in MPDES Stormwater Control Program. (Controls illicit discharge into storm drains by creating enforcement means (civil fines built into the by-law.)
- The Board of Health has agreed to become the enforcement authority.
- The Massachusetts Attorney General’s office provided the by-law wording. Very few changes were made to it.
- Roger Deal inquired whether other communities have the same by-law. Mr. McGrath indicated they do. Several surrounding towns to metropolitan areas are required to adopt the by-law. Currently, Grafton and West Boylston have the same by-law.
- Jim Stanton asked if some parts of the by-law had already been approved in the past. Mr. McGrath said they had; this is the third and final part of the control by-law.
- Ken Sydow asked for an example of residential violation (noted 120-day compliance allowed after passage of the by-law). Mr. McGrath: there are “gray drains,” or homes that have a hole in their cellar floors to drain laundry water, which goes directly into the drainage system.
- The Board of Selectmen will have Town counsel review the by-law; if they have any issues, they will inform Mr. McGrath. It will then go on the next Town Meeting (can be Special or Annual) - to be sponsored by the Board of Health.
Sign Request Chris Kokalis (of Christo’s Hot dog truck)
- Mr. Kokalis said a State Trooper took his signs off the Rte 70/140 area; told him he needs permission from the Town or he will issue a $500 fine.
- Signs are out for three hours, then taken down at the end of the day.
- Stephen Madaus commented that if the location is in the State right-of-way, Board might not have jurisdiction.
- A motion was made to allow him to put signs at Rtes 70/140 in Town area as long as his signs do not block site distance and are removed at the end of the business day. Motion was seconded, voted All in Favor.
Quarterly Meeting Date has been set for October 27, 2008 at 7:00 PM.
Garden Club Sign Request to put up a sign at the corner of 70/140 for an October 11 function with Paul Rogers as the guest speaker. Motion made to approve the request; motion seconded; voted All in Favor.
Meeting recessed at 7:45 PM; Board to attend the Planning Board meeting.

Revenue Study Committee Continue to next regular meeting.
Yearly Appointments
- Finance Committee Vacancy: the Board of Selectmen will try to recruit interest.
- Memorial Day Committee: Joe Larkin reappointed. He will work with the Town Administrator before January 1 to plan the budget for the May 2009 festivities.
- Stormwater Committee: Don Parker, Chip Burkhart, Gerry Gleich all reappointed.

Affordable Housing Committee: Letter received from the State regarding our Plan about to expire. Send to Mike Borsuk for advisement.
