Board of Health Meeting Minutes 08/27/2012

OTHER BUSINESS

Henry Lane (School Street Property Discussion) – Mr. Lane said he was approached by the owner about the possibility of putting a septic system on the property.  It was a piece of property that was previously owned by the town and sold at auction.  Dennis has soil tested this property several times reporting that it has a great deal of ledge on it.  Mr. Lane said he is in the business of trying to make septic systems work by using high technology or obtaining waivers to meet the requirements.  No plan has been submitted for review.  Dennis said it does not meet the minimum requirements for Title 5 or local regulations and said they would need DEP approval first.  The lot is devoid of any soil except for a very small spot.  Mr. Lane asked which the board would prefer, a high technology system or waiver, to which the board said a high technology system.  Mr. Lane will take this information back to his client.

GENERAL BUSINESS

Vouchers were approved.

John made a motion to approve the July 23, 2012 Meeting Minutes with changes noted; Tina seconded the motion; all agreed.

October 1st was confirmed as the date for the next BOH meeting.

AGENT’S REPORT

Mini Grant Update – The sunscreen samples were a success.  They were placed outside the Town Clerk’s office and in the Library and went very quickly.  The feedback sheet that was placed with the sunscreen did not get a good response.  Dennis suggested contacting Mike Kane of the Banner asking those who used the sunscreen that was provided by the Board of Health to respond.  With the limited time they had to work with between applying and being awarded the grant, purchasing the sunscreen and getting it out to the residents, the board did a great job.
Focusing on sunscreen with insect repellent was discussed as well as getting an earlier start for next year.  

Mosquito Control – Notification of the West Nile Virus was put on the website as well as in the Banner and T&G.  Information needs to be put on the cable channel also.  John will contact Brittany to find out how alerts can be put on quickly.  Reverse telephone calls were discussed as one of the ways to notify residents.  Dennis said the school department has one, but does not know how it works.  Sarah will email Paul Goodhind (Principal) for more information.  She will also ask him for an update on spraying the fields.  Sarah has asked Karen Barber (Parks & Rec) several times about spraying the fields, but has yet to receive a response.  

EEE has not been identified in town.  As part of the Mosquito program, traps are out.  If that were to happen, the Board would acquire the use of the electronic sign board and be in direct contact with the schools to make a determination on outdoor activities.

Camp Harrington Water – Dennis said this was determined to be a non-issue.  It was algae from the heat and nutrients in the pond.  The water was tested and came back good.  As of Saturday, the algae was minimal.  Every water test was good this year and the beach remained open all season.  The YMCA will try to open the town beach next year.  

Farmer’s Market – Dennis said the biggest sellers are the Mays.  He spoke with them and, because they sell goods at various places in town, discussed the need for an all-inclusive permit.  Dennis will work on it and bring a draft permit to the next meeting for review by the board.  It will need to be renewed annually the same as all permits.  

Sharps DisposalOn July 1, 2012, a Massachusetts law went into effect banning the disposal of medical sharps in household waste.  Instead residents will be required to take any sharps to a special facility for disposal.  Dennis is getting estimates on how to best do that and will have a recommendation ready for the next meeting.

Dennis gave out information he received regarding the annual conference in Springfield which will be held October 24-26th.

There will be an MHOA meeting at Tower Hill on food allergens on September 20th.  The cost is $35.00.
