Board of Health Meeting Minutes 02/27/2012

General Business

Vouchers were approved by Gerry.

John made a motion to accept the minutes dated January 23rd, 2012. Sarah seconded; the motion passed and the minutes were accepted.

March 26th was confirmed as the next BOH meeting.

Agent’s Report

Dennis was unable to attend the MAVEN conference due to lack of seating. The VNA will represent the BOH for Boylston, and we will receive reports regarding tracking illnesses in town.

Tahanto: nothing new to report re: septic. System should be finished within 2-3 weeks.

Dennis received a letter from Attorney Cheryl Morrill from the law offices of Harry P. Kotseas regarding Signature Homes. The letter was to clarify how to review lot #49. Ms. Morrill stated in the letter the lot should be a two family residence. The letter is on file.

Tobacco violation at DiPilato’s gas station: last offense was July 2010; therefore, it falls back to a first offense.

Mosquito Control: Dennis will write an article to place on the warrant for Town Meeting. Tim Deschamps from Central Mass Mosquito Control may come to March meeting to educate/inform the BOH re: cost/benefit ratio.

Plan Review

Lot 49 Main St (Signature Homes), Lots 32B, 33B, and 34B (Compass Pointe)-plans must be revised and the board will sign off once they are re-done and approved by Dennis.

25 Dewey Ave (Deborah Sendrowski)-system failing; plans submitted and Dennis recommends approval for repair.

Other

Joe Ducharme (Clivus Composting Toilets), and Tim Hess and David Chase (Summer Star) were present to report to the board and Dennis their plans for installing composting toilets on site for the proposed wildlife sanctuary on Linden St.

Joe Ducharme reported that this is a “General Approved System” under Title V; 15.289: Humus/Composting Toilets. Title V doesn’t require annual inspection, but Clivus would ask the BOH to inspect annually.

He also reported Massachusetts has approximately 500-600 Clivus systems.

Dennis has no concerns currently with the installation of this system, but hasn’t dealt with this before.

Tim Hess and David Chase gave an update on the proposed wildlife sanctuary:

  • They have purchased an additional parcel of land for the caretaker.
  • There will be a nature center comparable to Mass Audubon. This will be open 4 days per week, 4 hours a day. Most likely Thursdays through Sundays from 11a.m. – 3 p.m.
  • The Sanctuary will be open from dawn to dusk the same 4 days.
  • There will be a minimum of 2 people on staff.
  • They are looking for schools to bus children in for educational purposes.
  • There will be extra compost toilets for the sanctuary when the nature center is closed.
Dennis would like more definitive information, such as (1) number of children visiting the site; (2) the name of the Engineer; (3) will there be food on site; (4) what needs to be done for soil testing; (5) will they have to drill a well; (6) must meet 750 square foot minimum.

Tim Hess reported that Outback Engineering will come in with a design plan; the BOH will receive stamped, engineered plan.

John made a motion to adjourn; Sarah seconded; the meeting was adjourned at 7:25 p.m.
