Board of Health Minutes 09/27/2010

OTHER BUSINESS

Vincent Vignaly (DCR) attended for status updates on 23 Scar Hill Road and 442 Main Street after a review of their files.

23 Scar Hill Road – Dennis said the septic system has been installed, but the homeowner has yet to apply for a Certificate of Compliance.  A deed restriction is required per DCR.  A Certificate of Compliance will not be issued until it is received.  A letter will be written informing the homeowner.

442 Main Street – Because of the proximity to the brook, Mr. Vignaly asked if the system had been installed.  He was told that it had not and that the septic system plan will expire in October.  A reminder letter will be written to the homeowner.

Plan Extensions – Title 5 approves plans for three years.  The Board does not want to exceed Title 5 regulations.  Currently, the Board approves plans for two years with a one year extension if needed.  The Board is considering changing our local regulations to reflect Title 5 regulations which allows for three year approval.   The Board will meet at a later date to revise the regulations.

GENERAL BUSINESS

Vouchers were approved.

Sarah Scheinfein made a motion to approve the Meeting Minutes dated July 26, 2010; Lorie Martiska seconded; unanimously approved.

October 25th was confirmed as the date for the next BOH meeting

AGENT’S REPORT

2010-2011 Flu Season – Of the 520 doses requested, to date we have received 130 doses.  They are not thimerosal free.  The age group this year will be six months and older.  A senior clinic will be held first.  Dennis will coordinate with the Council on Aging.  

MHOA Conference – Dennis and Sarah will be attending October 27-29th.

Dennis noted that EEE was found in a horse in Lancaster.  EEE has since been declining.

The Drug Enforcement Agency conducted a statewide drug disposal program on September 25th.  It was posted on the town website.

The Selectmen will take $300.00 out of the Special Projects budget (this year only) for the recycling center.

The Tobacco Coalition will hold a meeting on Thursday in Worcester.  Sarah will attend if possible.

MA 211 was briefly discussed.   It is an informational number underwritten by the United Way that can be used by individuals looking for services.  It was active this year for flu clinics and could also be used in a local disaster.  Dennis has spoken with the Town Administrator and waiting for her input.

Hillside Septic – The septic has been located by Lakeside Sewerage.  They are in the process of mapping it out.  Perc tests will be conducted.  

Lorie asked the status of the landfill closure.  Dennis said there is $50K in an account, but he does not know the schedule for closing.

PLAN REVIEW

30 Sylvan Lane (Beacon Development) – Approved by the Board on August 24, 2010.

Lot 15 School Street (Bigelow Nurseries) – Approved.

9 Scar Hill Road (Hollands) – Approved.

Lot 37X (Pleasant Hill Farms) – Plan Extension – Granted a one year extension.
Lot 42R (Pleasant Hill Farms) – Plan Extension – Granted a one year extension.
Route 140 & 70 (Defuedis) – Plan Extension – Granted a one year extension.
Lot A Stiles Road (Cormier) – Plan Extension – Granted a one year extension.
