OTHER BUSINESS
Jay Billings (Northeast Geoscience, Inc.) to discuss Floor Drain Regulation – DEP is currently in the process of reviewing and renewing five year permits for the Boylston Water District. Mr. Billings informed the Board that DEP is looking for a floor drain regulation from the Board of Health and has provided the model bylaw outlining the regulation. He stated that floor drains can go directly into dry wells or directly into the ground with no treatment. Presently they are prohibited in Zone II. Dennis said that approximately 6-7 years ago there was an active UIC program by DEP for which they did enforcement in the town. He also said that he believes there is currently a regulation under the Zoning Bylaw and the Wellhead Protection Bylaw. He will follow up and check
the language. He will also contact DEP asking the necessity of the Board or the Water Department regulating it. A letter to Mr. Billings will be written thanking him and indicating that the Board agrees it is an important issue to consider.
GENERAL BUSINESS
Vouchers were approved.
Lorie motioned to approve the Meeting Minutes dated September 29, 2008; Matt seconded; all agreed.
November 24th was confirmed as the date for the next BOH meeting.
Review Letter from Atty. Patricia L. Davidson of Mirick O’Connell Regarding Chehade Lawsuit – Dennis has been in contact with Atty. Davidson and will continue to follow up with her.
AGENT’S REPORT
Flu Clinic – Jane Meegan (Council on Aging) expressed concern with the date change for the seniors. Dennis said that it is a good learning curve since an important issue realized is that should an event happen, the seniors will not have transportation. To date, two seniors have requested transportation (which will be provided). The purpose of the town wide clinic is to provide for the entire town, including the seniors, and town/school employees and their families at one time at one location. The school asked for leftover vaccine (which in the past was given to the Elementary School). There is no budget for multiple clinics this year. It will eventually be used as an Emergency Preparedness exercise. How it will be conducted next year will be determined after Saturday.
Boylston House of Pizza – An application was submitted by Arthur Eliadis. More information is required before a permit can be issued.
Update on 76 Rocky Pond Road (Well Contamination) – Muriel Derby sent a letter to the DPH stating her well was contaminated. The soil samples were reviewed and a letter was received today from the DPH stating it is not contaminated.
Update on 30 Stockton Street – Dennis conducted a Title 5 on the property which is being auctioned off.
Wood Furnaces – Dennis spoke with DEP who said they are drafting regulations.
Dennis will send information about the flu to the schools for children to take home.
PLAN REVIEW
442 Main Street (Michelle Joyal) – The plan was previously approved pending revisions to show that the septic tank is moved outside of the buffer zone and the actual water line location is depicted. Revised plans were received and signed by the Board.
Matt motioned to adjourn the meeting at 7:45 p.m.; Gerry seconded; all agreed.
