RESIDENT BUSINESS
Frank Tomaiolo (81 Shrewsbury Street Proposal): He introduced the owners of Arthur’s Pizza (of Northboro) to discuss a proposal to place a take-out pizza bakery in the building at 81 Shrewsbury Street. According to Title 5, a “Food Services” establishment would require 1,000 gallon per minute tank/system. The actual system is 800 gallons. However, it was noted that bakeries and delis fall under a different section of the code, and would require smaller systems. DEP has indicated that it is up to the local Board of Health to interpret the regulations and they would not offer any further clarification than in the code. The health agent indicated that with appropriate care, the system would handle an establishment of this type without harm to public health. The Board
discussed what defines a bakery versus a restaurant. The Board voted to define a bakery. For the purpose of the Boylston Board of Health’s interpretation of Title 5, “Bakery” is defined as a take-out establishment with no seating that predominantly serves baked foods.
GENERAL BUSINESS
Vouchers were approved.
Matt motioned to approve the Meeting Minutes of July 28, 2008 with changes noted; Gerry seconded; all agreed.
September 29th was confirmed as the date for the next BOH meeting.
There was no correspondence for review tonight.
AGENT’S REPORT
Emergency Preparedness – Dennis reviewed Preparedness Deliverables for Local Public Health for August 2008 – August 2009. Members of the Board should complete NIMS 700 as well as ICS 100 & 200 and ISC 300 & 400 as appropriate. There are three Boylston residents who are fully registered and credentialed through the Worcester Medical Reserve Corps.
Mosquito Education – Letters were sent to businesses asking for their help in checking containers, irrigation, fill in holes, etc.
81 Shrewsbury Street (possible uses - deli/baking/grocery store, etc) – Discussed earlier.
Topics for Public Health Education/Information – Incidence of Cancers (resident request). Gerry reviewed the DPH reports which appear to show Boylston within the expected incidence rates. The resident concern related to a specific neighborhood and anecdotal evidence of perceived high rate of cancer. Gerry will follow up.
