General Business
Vouchers were approved.
Matt motioned to accept the Meeting Minutes dated March 24, 2008; Lorie seconded; the Minutes were approved.
June 2nd was confirmed as the date for the next BOH meeting.
Correspondence was reviewed.
Agent’s Report
81 Shrewsbury Street – A letter was received today from Greenleaf Farms Development (Frank Tomaiolo) stating they propose to put in a 1,560 square foot market/deli at 81 Shrewsbury Street. Plans were also received today from Quinn Engineering. Title 5 defines a supermarket/grocery stores as requiring 97 gallons per day. Because of this category, no alteration is needed for the soil absorption system. However, an internal and external grease trap will be required. Dennis obtained input from the Northborough Board of Health, Shrewsbury Board of Health and David Boyer from the DEP. Mr. Tomaiolo was informed that he needs to work closely with both his plumber and the town’s plumbing inspector to install the grease traps.
As-Built Plans (59-71 Shrewsbury Street & 69 Rocky Pond Road) – There was brief discussion on the need for consistency for as-built plans submitted and companies adhering to it.
Mosquito Control – Tim Deschamps supplied a map showing the districts in town and where they will be working. An article needs to be put in the Banner to inform the residents.
Budget – There is an article on the warrant regarding the Landfill. It has been taken out of the Operating Budget and put on as a Capital Expense per the suggestion of the Finance Committee and Board of Selectmen. Woodard & Curran conducts inspections and forwards reports to us and the DEP once a year. They also perform water testing on the monitoring wells once a year. If the Board does not comply, there will be administrative enforcement action taken (fines & penalties). Not included on the warrant was the Board’s request for money for a town wide flu clinic and education.
Dennis showed the Board a community fact sheet from the Tobacco Control Program. It lists statistics for individual towns and will be able to be accessed starting next month.
The Needle Disposal Law will not be going into effect in July. More work is needed due to the cost involved.
Dennis will check with other towns to see about working together concerning medication disposal.
Matt Mecum said he will not be seeking reappointment as the Board’s representative for the Earth Removal Board. Gerry motioned to nominate Dennis Costello as the representative for the Earth Removal Board; Lorie seconded; all agreed. Matt will send a letter to the Board of Selectmen informing them.
